Kidnap-for-hostage policy
Kidnapping and murder of 3 Israeli teens

On June 12, 2014, Hamas terrorists Marwan Al-Qawasmi and Amer Abu ‎Aisheh kidnapped and murdered Israeli teens Eyal Yifrach, 19, Gilad Shaar, 16, and ‎Naftali Frenkel, 16, while they were hitchhiking. The boys' bodies were found by Israeli ‎security forces near Hebron on June 30, 2014. The two terrorists were killed on Sept. ‎‎23, 2014 during an exchange of fire with the Israeli army force that was attempting to ‎arrest them.‎

Significantly, a majority of Palestinians supported both the kidnapping and murders:‎
‎“57% of the public say that they supported the June 2014 kidnapping of the ‎three Israelis in the West Bank when that incident took place. Support for the ‎kidnapping reached 67% in the Gaza Strip and only 45% in the West Bank.‎
 
‎“Similarly, a majority of 54% supported the killing of the three kidnapped Israelis ‎and 42% opposed it. Support for the killing reached 69% in the Gaza Strip and ‎only 42% in the West Bank. 52% of the West Bankers opposed the killing of the ‎three kidnapped Israelis.”‎

Hamas has publically admitted that Hamas members were responsibile for the ‎kidnapping and murders:‎
Hamas leader Khaled Mashaal to Vanity Fair:‎
‎“A Hamas field group in the West Bank had killed those three settlers. So, this ‎was indeed an operation executed by a Hamas group.”‎

The Palestinian Authority, though not behind the kidnapping, has likewise implied its ‎support for the kidnapping, by glorifying the murders as “Shahids” –Martyrs – the term ‎of highest religious honor in Islam. ‎
‎ "Israeli occupation forces executed citizens Marwan Al-Qawasmi and Amer Abu ‎Aisheh today, Tuesday, in the early hours of the morning in a military operation ‎in central Hebron... Security sources told WAFA that the occupation forces were ‎still holding on to the bodies of the two Martyrs (Shahids)." ‎

Despite Hamas’ open admission of carrying out the kidnapping and murders, the PA has repeatedly claimed that Israel planned and/or did it as a pretext for starting the 2014 Gaza war, and has blamed Israel for killing the murderers and even ‎claimed that Israel did that to “silence the truth.”‎

     “Several days ago, a driver from Jerusalem had a normal accident, the likes of which – and worse – occur [regularly] in Tel Aviv, and can happen a thousand times in Washington, New York, London, Paris or anywhere in the world. The accident occurred when a wheel of Abd Al-Rahman Al-Shaloudi’s car swerved. The car collided with several pedestrians, causing the death of an Israeli baby. According to witnesses present on the scene, Abd Al-Rahman Al-Shaloudi shouted as the car swerved, because he was losing control of the vehicle. Yet the Israeli police shot him, killing him immediately! ... Note that the accused was killed immediately in order [to ensure] that the truth would die with him. The same thing happened when the three Israeli youths were kidnapped on June 12 [2014]… From the outset, the Netanyahu government accused two Palestinians of committing the kidnapping operation – Al- [Marwan] Al-Qawasmi and [Amer] Abu Aisheh – and when the war ended, the accused were caught, and, by coincidence, were executed immediately, so that the truth would die with them.”

Interviewer: "You’ve referred to these men as “martyrs,” as heroes (i.e., the terrorist murderers). You said in the past ‎few weeks that you were unaware of the plan to kidnap and kill these kids. But it ‎sounds as though you’re saying it was perfectly appropriate to kidnap and kill three ‎teenagers. Is that correct?‎"
Hamas leader Khaled Mashaal: "The answer is clear. When this operation took place last June, I then ‎said in remarks to the media that we had no information. I could neither confirm nor ‎deny. Later on, and as the Israeli investigations have shown, it turned out that a Hamas ‎field group in the West Bank had killed those three settlers. So, this was indeed an ‎operation executed by a Hamas group. We now have specific information. [The] ‎question now is: Was this operation legitimate or not? This was a legitimate operation. ‎Why? I told you. It is the right of the lawful owners of the land in the West Bank, ‎whether they are from Hamas, or from some other group, to engage in resistance ‎against the occupiers, whether they are the Israeli military or settlers.      "The barbaric massacre of Palestinian ‎civilians perpetrated by Israel in the ‎Gaza Strip using all forms of the most ‎advanced weaponry and without ‎determining military objectives proves ‎that its mission was killing and ‎destruction… [All this comes in ‎addition] to the continuing intentional ‎assassinations of Palestinian citizens, ‎the last of which was the assassination ‎of the Martyrs (Shahids) [Amer] Abu ‎Aisheh and [Marwan] Al-Qawasmi in ‎Hebron.”‎

Israel accused the two Martyrs of kidnapping and murdering three settlers in Hebron three and a half months ago. However, PA Security Forces spokesman Adnan Al-Damiri said all details of the story about the young Abu Aisheh and Al-Qawasmi were 'an Israeli version from beginning to end.'"

Similarly, a majority of 54% supported the killing of the three kidnapped Israelis and 42% opposed it. Support for the killing reached 69% in the Gaza Strip and only 42% in the West Bank. 52% of the West Bankers opposed the killing of the three kidnapped Israelis.

The public is divided over the identity of those who carried out the kidnapping and the killing of the three Israelis: 32% accuse Israel, 30% accuse Hamas, 21% believe a Palestinian acted on his own, and 2% accuse Fatah.”

Note: This poll was conducted on August 26-30 in the aftermath of the 2014 Gaza war, in which Hamas fired thousands of rockets at Israel and Israel responded with Operation Protective Edge, which aimed at destroying Hamas' terror infrastructure and ability to launch rockets at Israel.

Abbas criticizes Hamas for taking responsibility for kidnapping the 3 Israeli teens

Official PA TV interviewed Mahmoud Abbas about the kidnapping and murder of the three Israeli teens in June 2014:
     “After the kidnapping was carried out we met with punishments we had never known before, for no reason. The destruction, the murders – and the most famous murder was that of Muhammad Abu Khdeir and other children.  Alright, who carried out [the kidnapping]? Israel says Hamas. We say we have no proof [of this] whatsoever, we have no proof. We tell them [Israel]: ‘...We have no information [proving] that Hamas did this.’ I asked [Hamas officials]: ‘Did you carry out [the kidnapping]?’ They said no. I said: ‘Great. In that case, it’s not them!’ Then, the honorable gentleman Saleh Al-Arouri surprised [us] in a speech. He said: ‘We kidnapped them to start a revolution, an Intifada, in the West Bank…’ Alright, I was surprised. I was informed that Al-Arouri said this. I told them : ‘My friends, my information from the most senior official, from the head of the [Hamas] Political Bureau [Khaled Mashaal] [was] that they [Hamas] had nothing to do with this.’ But then Khaled Mashaal came and said they had carried out [the kidnapping], but not following a top-down decision (i.e., not a decision made by Hamas leadership). An operation of this kind not carried out according to a top-down decision? It would have been better for you [Mashaal] to keep quiet, or for your man [Al-Arouri] to keep quiet.”

Note: On June 12, 2014, Israeli teens Eyal Yifrach, Gilad Shaar and Naftali Frenkel were kidnapped by Hamas terrorists while they were hitchhiking. The boys' bodies were found by Israeli security forces near Hebron on June 30, 2014. They were shot to death soon after the abduction. Two days later, Palestinian teen Muhammad Abu Khdeir was kidnapped and murdered in Jerusalem in a revenge attack by Israeli extremists.

Head of the Political Bureau of Hamas, Khaled Mashaal, was interviewed on Yahoo News:
Interviewer: "On the question of who started the current conflict, Salah Al-Arouri, a Hamas leader, was quoted at a meeting of The World Association of Muslim Scholars as saying that the Al-Qassam Brigades carried out the abduction of the three Israeli teenagers. Is that correct?"
Khaled Mashaal: "The Hamas leadership was not aware of this action taken by this group of Hamas members in advance, but we understand that people are frustrated at the occupation and the oppression and they take all kinds of action."
Interviewer: "But it is true, then, that Hamas members did carry out that abduction and murdered the three Israeli teenagers?"
Khaled Mashaal: "As I said, we learned about these confessions from the Israeli investigation, based on that, what Israel said. The Hamas political leadership was not aware of all these details. We learned about it later on. Our view is that soldiers and settlers are aggressors and are illegally living in occupied and stolen land, and the right to resist them is the right of Palestinians."
Israel fabricated the kidnapping of the 3 Israeli teens as pretext to wage war

Op-ed by Dr. Sabri Saidam, Deputy Secretary of the Fatah Revolutionary Council and President Mahmoud Abbas’ advisor for communications and information technology:
     “After failing to achieve his three objectives – destroying Palestinian national unity, destroying the rockets in Gaza and blocking its tunnels – [Israeli Prime Minister] Netanyahu is ending his war with no victory to sell to his voters, with which to beat his opponents and those competing with him in racism and hatred of the Palestinians… The defeated Netanyahu will search for a new adventure… So we can expect to hear claims... about the disappearance of soldiers and settlers, the danger of a possible explosion, [about] tunnels dug under certain settlements, a plot to abduct Israeli military personnel, the theft of sensitive files, or some sort of cyber-attack. Netanyahu wants war in the West Bank, which is why he recently came up with the pathetic scenario of the [three] settlers (i.e., the kidnapping and murder of the three Israeli teens), but no one was fooled as he had hoped… The commander of the death and barbarity squads does not mind killing more of our people, if he can thereby achieve his wish. Therefore, we can expect to see frantic attempts to drag the West Bank into some sort of conflict which will give Israel an excuse to play the role of victim once again, complete the construction of the [separation] fence and expropriate what remains of the West Bank.”

Note: On June 12, 2014, Israeli teens Eyal Yifrach, 19, Gilad Shaar, 16, and Naftali Frenkel, 16, were kidnapped by Hamas terrorists while they were hitchhiking in the West Bank. The boys' bodies were found by Israeli security forces near Hebron on June 30, 2014. They appeared to have been shot to death soon after the abduction.
PA TV host questions veracity of the kidnapping of the 3 teens and calls them soldiers

Official PA TV discussed the demolition of the homes of the murderers of the three Israeli teens Eyal Yifrach, Gilad Shaar, and Naftali Frenkel:
PA TV host: “Next, we will discuss the demolition of the homes of the civilians in Hebron. The demolished homes were, of course, [those] of Husam Al-Qawasmi, Marwan Al-Qawasmi and Husam Abu Aisheh, whom the occupation authorities claim carried out the soldier-kidnapping operation, apparently, in quotation marks, of course.”

The PA TV host called the three kidnapped Israelis "soldiers," but in fact two, aged 16, were in high school, and the one aged 19 was also a student.
