PMW Incitement Watch: The PA during the proximity talks, May - June 2010

This report is part of a PMW series monitoring Palestinian incitement during the proximity talks, which began in May 2010. These monthly reports were distributed in the European Union Parliament, and presented in the U.S. Congress and to the Prime Minister's Office in Israel. Palestinian Authority (PA) Chairman and Fatah leader Mahmoud Abbas declared that the PA would fulfill its commitments in the proximity talks, with special focus on their stopping incitement. However, PMW's analysis of Palestinian media has documented that every condition, principle and expectation set by the US and the Quartet for accepting the Palestinian Authority as a partner in the peace process continues to be violated by the Palestinian Authority in the first months of talks.

"Palestinian Authority [PA] television broadcasting of violence and hate has reached unprecedented levels this summer and has created an atmosphere of the eve of outbreak of war. Palestinian television is currently broadcasting a systematic campaign that negates the peace process and reconciliation. Included are abundant violence clips, the depiction of Israeli soldiers as rapists and murderers, call for eternal war against the Jews, military marches, libelous accusations, denial of Israel’s right to exist, and education of Palestinian children to see all of Israel as stolen 'Palestine.'"

Comparing the PA Opinions and School Textbooks with the Hamas Charter

In Israel it is accepted to differentiate between the Palestinian Authority (PA), on the one hand, that supports peace, and between Hamas, on the other hand, as one who opposes peace. However, within Palestinian society, in the education of their children and in the media, a unified ideology on the most substantive issues as pertains to Israel is often presented, including, the denial of Israel's right to exist and defining Israel as the "conqueror of all of Palestine." The religious obligation to destroy Israel, which supposedly is a tenet identified only with Hamas, constitutes the sole attitude toward Israel that appears in textbooks published by the PA Ministry of Education, and is a recurrent theme in the media, often with the same formulations as in the Hamas Charter.
