US President Donald Trump's administration announced on Aug. 31, 2018 that it was immediately cutting all $360 million of annual American funding to UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East). Explaining the decision, the US State Department said, "The fundamental business model and fiscal practices that have marked UNRWA for years – tied to UNRWA’s endlessly and exponentially expanding community of entitled beneficiaries – is simply unsustainable and has been in crisis mode for many years. The United States will no longer commit further funding to this irredeemably flawed operation." The move came after the US froze two planned payments to UNRWA in early January 2018 for more than $100 million, and the US administration spoke about the need to reexamine and conduct a reform of the UN body. This occurred after the PA refused to negotiate with Israel and cut diplomatic ties with America following US recognition of Jerusalem as Israel's capital on Dec. 6, 2017.

PA PM: PA leadership refuses to surrender to US “extortion,” US is no longer a peace partner
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 28, 2018
Headline: "Hamdallah: We refuse to surrender to the American extortion, the Trump administration is a partner of the occupation"
"[PA] Prime Minister Rami Hamdallah emphasized the refusal of the leadership – and primarily [PA] President Mahmoud Abbas and the [PA] government – to surrender to the American extortion and to the decisions that [US President Donald] Trump's administration has made and will make. He emphasized that it will not replace the firm national rights for political money. Hamdallah… again emphasized that the American administration is no longer a partner in establishing peace, and that at the moment it is a partner to the occupation and to undermining the stability – not only in Palestine, but in the entire region."

Palestinian National Council: “The American administration proves every day that it is a full partner of the Israeli occupation in its policy and in all of its crimes, and it will never be part of the solution but rather part of the problem”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 26, 2018
Headline: “Palestinian condemnation of the American ‘extortion’ after the cutting of financial aid”

“The Palestinian National Council viewed the American administration’s decision to cancel $200 million in financial aid (see note below –Ed.) as a continuation of ‘the financial sanctions war’ that [US] President [Donald] Trump’s administration is waging against our people and its leadership, so that they will agree to accept what is called ‘the deal of the century’ (refers to Trump’s as yet unpublished Middle East peace plan –Ed.). The council emphasized our people’s right to continue its legitimate struggle until it achieves all of its legitimate rights.
The Council said in a declaration from its chairman yesterday [Aug. 25, 2018] that ‘The American policy of extortion and pressures will never succeed... The American administration proves every day that it is a full partner of the Israeli occupation in its policy and in all of its crimes, and it will never be part of the solution but rather part of the problem, and in this way it is distancing itself once more from peace and is biased in favor of the settlements and the occupation…’ The council viewed Washington’s decision to cancel the financial aid that is estimated at more than $200 million as ‘cheap extortion meant to achieve political goals…’”

Editorial in PA daily criticizing Hamas-Israel ceasefire compares Trump to Shylock
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 19, 2018
"Ten years of Hamas against the national reconciliation [with Fatah], and only three months were required for Hamas to reach a reconciliation with the occupation (refers to ceasefire agreement under negotiation between Israel and Hamas -Ed.) in return for what can be called 'banking reliefs' - loans for improving its situation in power only! These are indeed loans, because Israel... will not give Hamas gifts and undoubtedly will not give it anything for free. Perhaps Hamas needs to read the story The Merchant of Venice by [William] Shakespeare today (refers to play in which the sly Jewish moneylender Shylock demands that a debtor repay him with a pound of his own flesh -Ed.), so that perhaps it will understand what it must pay in order to return these loans, particularly because this time Shylock is the merchant and the contractor [US President] Donald Trump!"

PLO official rejects the US plan to take action against UNRWA, says “the American administration has no right to determine the fate of the mandate given to UNRWA”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 7, 2018
Headline: “Abu Houli: The UN will determine the fate of UNRWA’s activity, not the US”

“PLO Executive Committee member and Director of the [PLO] Department of Refugee Affairs Ahmad Abu Houli emphasized that the American administration has no right to determine the fate of the mandate given to UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East, apparently referring to exposed e-mails from US Presidential Advisor Jared Kushner; see note below -Ed.).

Abu Houli noted that the American administration’s accusations against UNRWA – according to which it has drawn out the problem of the refugees – are misleading, and their goal is to deceive the UN and execute [the American administration’s] plan to end UNRWA’s role and transfer its authorities to the governments of the states that are hosting the refugees…
Abu Houli rejected the White House’s call to change UNRWA’s mandate. He noted that this is coordinated with the hostile campaign that the occupation government is waging against UNRWA…
He emphasized that in accordance with the mandate that it was given by the UN, UNRWA will continue to provide services to the Palestinian refugees until the implementation of [UN] Resolution 194 and the return of the Palestinian refugees to their lands, from which they were expelled in 1948.”

The US news website Foreign Affairs published an article on Aug. 3, 2018, that exposed e-mails by US Presidential Advisor Jared Kushner discussing problems with UNRWA and calling for action against it.

UN Resolution 194 states that "the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return."

Abbas aligns with Saudi Arabia against Canadian call to free human rights activists
Source: WAFA, official PA news agency, Aug. 6, 2018

"[PA] President of the State of Palestine Mahmoud Abbas emphasized that the Palestinian people and its leadership stand alongside the brothers in the kingdom of Saudi Arabia under the leadership of King Salman bin Abdulaziz and heir to the throne Prince Muhammad bin Salman.
His Honor [Abbas] expressed his opposition to and condemnation of the interference in the internal affairs of the kingdom by any party. He said that it is a blow to the sovereignty of the kingdom over its land and its people... and described it as blatant interference.
His Honor called on the Arab states to stand alongside the kingdom, and to oppose the Canadian interference in its internal affairs and to condemn it (referring to Canadian call to release detained rights activists; see note below -Ed.)."

PA statement on US plan to end UNRWA activity: the goal of Trump’s Middle East peace plan is to “deny the Palestinian people all of its legitimate rights”
Source: Official PA daily, Al-Hayat Al-Jadida, Aug. 5, 2018
Headline: “In response to the American plan to end UNRWA’s activity - the [PA] Presidential Office: The [PA] president and leadership’s position regarding the cause of Jerusalem and the cause of the refugees being the basis of any solution is firm”

“The Palestinian [PA] Presidential Office said that the exposé in Foreign Policy regarding the American plan to end UNRWA’s (UN Relief and Works Agency for Palestine Refugees in the Near East) activity (referring to an article exposing e-mails from US Presidential Advisor Jared Kushner about disrupting UNRWA; see note below -Ed.) proves that the plots to eliminate the Palestinian cause continue, and that they must be stopped and completely thwarted.
It added that the exposure of the internal e-mails of White House advisors – in which Jared Kushner called to get rid of UNRWA in order to remove the issue of the refugees from the negotiation table (sic., while the article asserted these points it did not quote Kushner as saying them) – confirms what [PA] President Mahmoud Abbas has warned about: The danger in what the American administration has named ‘the deal of the century’ (i.e., referring to US President Donald Trump’s as yet unpublished Middle East peace plan), whose goal is to eliminate the Palestinian cause and deny the Palestinian people all of its legitimate rights.”

The US news website Foreign Affairs published an article on Aug. 3, 2018, that exposed e-mails by US Presidential Advisor Jared Kushner discussing problems with UNRWA and calling for action against it.

PA and Fatah officials at anti-US rally: “The PA will not abandon the prisoners and the Martyrs’ families, and will continue to pay their salaries”
Source: Official PA daily, Al-Hayat Al-Jadida, July 18, 2018
“Thousands of citizens participated yesterday evening [July 17, 2018] in a rally to thwart ‘the deal of the century’ (refers to US President Donald Trump’s as yet unpublished Middle East peace plan –Ed.) at Al-Shuhada Square (i.e., the Square of the Martyrs) in the center of Nablus…
Nablus District Governor Akram Al-Rajoub gave a speech on behalf of President Mahmoud Abbas, in which he said… that the president… says ‘no’ to America, ‘no’ to Trump – to whom [even] large states are unable to say ‘no’ – and ‘no’ to the deal of the century, which fell the moment the Palestinian people told it ‘no’… He emphasized that the PA will not abandon the prisoners and the Martyrs’ families, and will continue to pay their salaries (rawatib) and the money that they deserve… Fatah Movement Deputy Chairman [and Fatah Central Committee member] Mahmoud Al-Aloul said that the Palestinian people has turned the deal of the century into a slap on the cheek of the US, because [the Americans] do not understand that is impossible for the Palestinian people’s willpower to be broken… Al-Aloul also calmed the prisoners’ families and the Martyrs’ families, and said: ‘We will not abandon you. Your children have paid a heavy price for freedom, and your salaries will continue as they are.’”

Editorial in official PA daily conducts detailed comparison of images showing Abbas and US President Trump in meetings with Putin
Source: Official PA daily, Al-Hayat Al-Jadida, July 18, 2018
Headline: “Two pictures”

“The first picture is of [PA] President Mahmoud Abbas with Russian President Vladimir Putin during bilateral talks. In this picture we see President Mahmoud Abbas in his full political prowess… and the Russian president listening with attention and obvious respect.

The second picture is of US President Donald Trump together with President Putin in Helsinki. In this picture Trump is very embarrassed, with his head almost bowed, a concerned and vague look on his face, and pursed lips, while his hands are trying to fit together in a way that will save him from the moment of concern that is seen in his eyes. There is no talking in this picture, and Russian President Putin is looking into the distance with his head raised, without relating to his counterpart, as if he is telling the entire world: Where is the US at today with this president! …
President Mahmoud Abbas, who does not have even one of the arsenals of the US – not military, financial, or other [weapons] – is glowing in his picture… as a statesman, a leader of a national liberation movement, and an international fighter for truth, justice, and peace. He is very sure of his political positions, of their correctness, of their justice, and of their necessity for potential just arrangements…
On the other hand, the US president with the financial and military empire does not look this way in the picture with the Russian president. He looks like a student after a rebuke from a teacher, and his embarrassment, which is seen in his angry facial features, is like the embarrassment of one who made a mistake and was unable to find an excuse!"

Official PA daily reports on “the national campaign” to oppose pressure from Israel, US and other bodies to cease paying salaries to terrorists
Source: Official PA daily, Al-Hayat Al-Jadida, July 18, 2018
Headline: “The national campaign to resist the theft of the money of the prisoners, Martyr’s families, and wounded was launched”

“Dozens of residents in Ramallah participated in a mass procession yesterday [July 17, 2018], in order to launch the national campaign to resist the theft of the money and allowances (mukhassasat) of the prisoners, the families of the Martyrs (Shahids), and the wounded from the tax revenues (refers to Israeli law to deduct the amount the PA pays in terrorist salaries from taxes collected for the PA –Ed.). The procession was also held in opposition to what is called ‘the deal of the century’ (refers to US President Donald Trump’s as yet unpublished Middle East peace plan –Ed.). Director of [PLO] Commission of Prisoners’ Affairs Issa Karake announced the launching of the campaign… which will expand and include the rest of the homeland’s districts and cities [and] capitals and cities around the world, in order to thwart the decision [to deduct the PA tax money].
He emphasized the Palestinian leadership’s opposition to the Israeli blackmail and to the theft of our people’s money by the extremist right-wing occupation government. Karake said that all of the racist laws that the occupation is approving indicate an apartheid regime…
He emphasized that this will not prevent our people from standing by those who have sacrificed for the Palestinian cause.”

Law to deduct terrorist salaries from PA tax money - Israeli law stating that the PA payments to terrorists and the families of dead terrorists is a financial incentive to terror. The law instructs the state to deduct and freeze the amount of money the PA pays in salaries to imprisoned terrorists and families of "Martyrs" from the tax money Israel collects for the PA.

PLO prisoners’ commission condemns Australian decision to cut aid to the PA over terror salaries; Israel is “head of the terror in the region and in the entire world”
Source: Official PA daily, Al-Hayat Al-Jadida, July 4, 2018
Headline: “After Australia announced the stopping of the financial aid to the PA under the pretext of ‘salaries for prisoners’ - the [PLO] Commission of Prisoners’ Affairs: The world must not be dragged after Israel’s false stories and fraud”
“The [PLO] Commission of Prisoners’ Affairs said in a statement yesterday (Tuesday) [July 3, 2018] that the world’s states must not be dragged after Israel’s false stories and fraud, whose goal is to change the facts, or after its failed attempts to define the Palestinians' legitimate right to struggle as a crime, and particularly the attack against the allowances (mukhassasat) of the families of the Martyrs (Shahids), the wounded, and the prisoners (refers to Israeli law deducting terror salaries from tax money collected for the PA; see note below –Ed.).
The commission added: 'Israel is an occupation state, which is implementing the most despicable policy of abuse, oppression, and murder against the members of the Palestinian people, and it is the head of the terror in the region and in the entire world. The Australian position was a type of alignment with the view of the occupation and oppression state' (Australia announced it is ceasing direct aid to the PA on July 2, 2018, citing the PA’s terror salaries as the reason for this decision, and instead will transfer aid through the UN –Ed.)…"

Abbas rejects US President’s Trump peace plan just as Arafat rejected deals for a state, saying, “Let the deal of shame fall”
Source: Official PA daily, Al-Hayat Al-Jadida, July 2, 2018
Headline: "Fatah: Independence, the state, Jerusalem, and the refugees are our causes, and the legal government is the address"

"Official Fatah Spokesperson and Fatah Revolutionary Council member Osama Al-Qawasmi emphasized yesterday evening (Sunday) [July 1, 2018] that the US, Israel, and several of their pawns are bypassing [PA] President Mahmoud Abbas' firm stance against the plot by means of humanitarian aid to the Gaza Strip. He warned and reminded that only Israel and those who support it and conspire with it are the ones that want the Palestinian problem to be resolved from a humanitarian perspective, at the expense of the political issue, the rights, and the right to self-determination.
Al-Qawasmi said: ‘Hamas' very thought of making a deal with the occupation in return for an improvement in the humanitarian situation in Gaza is a thought of treason against the homeland, which we oppose and hope is not true. We in Fatah remind that when [former PLO and PA Chairman] leader Martyr (Shahid) Yasser Arafat was offered many billions in order that he agree to the results of the Camp David [Summit] and to a state without Jerusalem, he refused and preferred Martyrdom (Shahada). Now, heroic [PA] President Mahmoud Abbas has been exposed to all of the temptations and threats so that he would agree to what is called 'the deal of the century' (referring to US President Donald Trump's as yet unpublished peace plan –Ed.), but his response, which echoes from every podium, has been “Let the deal of shame fall.” He has rejected the threats and the alleged aid.’"
