The cartoon shows ultra-Orthodox Jews carrying Israeli flags and armed Israeli soldiers on a land mass marked “Europe” in English walking into a tunnel formed by a rolled parchment, on which “Balfour Declaration” is written in English and Arabic along with the number “100” and the British flag. The other end of the tunnel opens into the PA map of “Palestine” that presents all of Israel as “Palestine” together with the PA areas, and the map is marked with a Palestinian flag and “Palestine” in English. Ultra-Orthodox Jews and Israeli soldiers, including an Israeli soldier in a tank with the Israeli flag, are seen exiting the tunnel and shooting at fleeing Arabs, with several of the Arabs seen lying dead in pools of blood.

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people.” In 1922, the League of Nations adopted this and made the British Mandate “responsible for putting into effect the declaration,” which led to the UN vote in 1947 and the establishment of the State of Israel.
