Libel: Israel spreads AIDS and drugs
Libels
Since the Palestinian Authority was established it has systematically indoctrinated young and old to hate Israelis and Jews. Using media, education, and cultural structures that it controls, the PA has actively promoted religious hatred, demonization, conspiracy libels, etc. These are packaged to present Israelis and Jews as endangering Palestinians, Arabs, and all humanity. This ongoing campaign has so successfully instilled hatred that fighting, murder and even suicide terror against Israelis and Jews are seen by the majority of Palestinians as justified self-defense and as Allah’s will.


Throughout history bogus conspiracy accusations have been used to incite hatred, violence, and mass murder. The myriad conspiracy libels concerning Israel, Israelis and Jews are an integral part of the Palestinian Authority’s ongoing hate promotion. PA libels claim that Israel conspires to infect Palestinians with AIDS, spread drug addiction, conspired and successfully murdered Arafat, and more. The PA’s goal has been to inculcate hatred to the degree that fighting and murdering Jews and Israelis will be glorified as heroic self-defense.

PA TV newsreader: “During a convention organized in Tulkarem, the speakers called on the government institutions and aid associations to dedicate all their efforts to fighting the drug phenomenon because of its devastating effects on all areas of life in Palestine, since indeed, the occupation assists in increasing the number of addicts and users of this harmful and dangerous thing.”
Nazmiya Hijazi, social worker: “Of course the drug phenomenon is a very dangerous phenomenon and we know that we are a public… the whole public is affected by a policy, and of course this is a systematic policy which leads to the distribution of drugs in some of the cities located very near the 1948 borders.”

The PA TV program Palestine this Morning interviews Ziyad Al-Hamuri, head of the Al-Quds Center for Human Rights & Humanitarian Law, on the effect of the recognition of the Palestinian state on conditions in Jerusalem. After mentioning a story from the previous week about an old woman in Jerusalem who was told to pay a municipal tax of five million shekels, the PA TV interviewer says that “there is an attempt to destroy the Palestinian citizen [in Jerusalem] by spreading all kinds of societal disasters, like drugs and the like.”

     "These events focused, in general, on the situation of the youth in the holy city, in the occupied city of Jerusalem – the social situation, the health situation, the educational situation – and the main problems plaguing the youth sector in the city, especially the problem of drugs and the Israeli policy, of course, that tries to flood Jerusalem youth with drugs to divert their attention from the central issue."

     "The youth are the group that is targeted by the Israeli occupation, by [their] drowning them in drugs and moral depravity, and by drowning them in weapons which sow discord among the people of the homeland. We, as Shabiba, the Fatah [youth movement] in Jerusalem and as [part of] Jerusalem society, insist that this phenomenon is a dangerous one."

PA TV program Palestine This Morning on the conclusion of the 4th Summer Nights in Jerusalem festival.
     "Hussam Al-Sheikh, director of the Cultural Forum Center’s fourth ‘Summer Nights in Jerusalem’ festival addressed five subjects related to the Israeli assault on all sectors of our people in Jerusalem. On Sunday, the topic was the Judaization of Jerusalem. The governor of Jerusalem, Minister for Jerusalem Affairs, explained to the public what is happening in Jerusalem: Judaization, changes in the Jerusalem landmarks, change in street [names], and an assault on all the sites within Jerusalem. The second day was about the Palestinian child and how there have been extensive arrests of children from Silwan and Jerusalem … There was a topic related to education, and the Jerusalem municipality’s attack on instruction in Jerusalem schools and a change in the curriculum in Jerusalem. There was a topic related to drugs, to the way this phenomenon is spreading in Jerusalem, and its objective – [to be attained] through the Israeli offensive and the Israeli plan to drown Jerusalem in drugs in order to neutralize the youth (i.e., as part of the Israeli efforts) to impede the resistance."

     "’The 'Friends of Life Anti-Drug Society', with funding and technical assistance from UNODC (United Nations Office on Drugs and Crime), celebrated the conclusion of two training courses yesterday at the Al-Qasr hotel in Nablus… At the start of the ceremony, Chairman of the Board of Directors of the Friends of Life Anti-Drug Society, Iyad Othman, greeted those present. He thanked the advisor to President Mahmoud Abbas on NGOs and non-governmental activity, Sultan Abu Al-Einein, for the interest he shows and for his participation…
In his address, director of UNODC in the occupied Palestinian territories, Ulrik Ahnfeldt, thanked Sultan Abu Al-Einein for his interest and for his attending as representative of the President [Abbas], reflecting the degree of interest shown by President Abbas in the war on this phenomenon… In his address, Abu Al-Einein noted: 'We, the Palestinians, are at the stage of national liberation, and we must protect our national future…' He stressed that it is important that there be a stiff, deterrent penal law. He also addressed the tragic situation in Jerusalem and the extent of the efforts which the Israelis are investing in spreading drugs among Palestinian youth there."

     "The Jenin district held a seminar yesterday, sponsored by the district governor, Talal Dweikat... to mark the opening of the International Week against Drug Abuse, under the slogan, 'Yes to life, no to drugs.' Dweikat emphasized that it is important to unify the efforts of the official and popular institutions in order to deal with this plague, which is dangerous for our society, especially since the Israeli occupation is not satisfied with occupation of Palestinian land, but also seeks to harm the Palestinian people and to destroy it and its national enterprise, as a continuation of its Zionist enterprise."

PA daily: Anti-drug workshop accuses Israel of spreading drugs to Palestinian youth

     "The Educational Activity Department of the Cultural Forum Center in Beit Anan, in cooperation with the Al-Quds Open University, held… a workshop entitled, 'Let's clear our society of the plague of drugs'… Commander of police for the Jerusalem region, Yasser Yassin, spoke about the plans which the police has drawn up in order to diminish the spread of drugs in Jerusalem neighborhoods. Yassin explained about the economic conditions of the Jerusalem youth and the role of the occupation in facilitating the dissemination of drugs among the youth."

     "The Association of Youth of the Palestinian Struggle, the youth branch of the Front for the Palestinian Popular Struggle, called to unify the efforts of the youth institutions and the civic social organizations active in Jerusalem in order to consolidate a program for national mobilization and a plan of action for the youth sector, specifically school students, in order to deal with the dangerous phenomena affecting the youth of Jerusalem. The Association added that the occupation government and its various security forces are targeting the youth of Jerusalem, by spreading drugs and hallucinatory pills which harm the brain and cause negative behavior… The Association said that the spread of these negative phenomena is now a national concern and a serious problem that threatens society as a whole, because its aim is to destroy the health of the youth, their intellectual power and level of thinking, their culture and creativity."

     "Palestinian sources skilled in the battle against the spread of drugs in occupied East Jerusalem told Al-Quds Al-Arabi that Israel is flooding the city with all kinds of drugs. The sources emphasized that the occupation authorities, who continue to change the landmarks of Arab and Islamic Jerusalem and to Judaize it, are acting to destroy the Jerusalem youth by flooding the city's markets with drugs… [Coordinator of the social department of the Palestinian NGO the Al-Maqdese for Society Development (MSD), Isam] Jwehan told Al-Quds Al-Arabi that 'Jerusalem is being exposed to an unconventional war in which use is being made of unconventional weapons. Its aim is to empty Jerusalem and to occupy its inhabitants with everything but politics and resisting the occupation. Issam Juhan: "Of course, the police struggle [against drugs] in Jerusalem is non-existent. The Israeli occupation isn't interested in the fight against drugs; on the contrary, if civilian society tries to obstruct drug dealers and to stop them, they [the civilians] are detained with the claim that they are taking the law into their own hands. And if civilian society wants to close down a drug den, like the drug dens we've commonly seen in Jerusalem, the occupation comes and re-opens them."

     “During a lecture which he gave at the Center for Defense of Society, on the reasons for the spread of cancers and infertility amongst Palestinian society in recent years, Jum’a emphasized that the main reasons are the Israeli army’s use of types of ammunition which are forbidden by international law, such as poisonous gas, white phosphorus, and other types of substances which seep unnoticed into food and drink. This causes diseases of infertility…
He added that the growing number of Palestinian residents in the occupied territories represents a demographic time-bomb threatening Israel. Therefore Israeli Intelligence has begun disseminating medications and drugs with no medical supervision, [causing cancer and infertility] and especially sexual stimulants whose effects have not been studied, and which are being used by youth who know nothing about them.”

     “A new report prepared by coordinator of the social department of the Palestinian NGO the Al-Maqdese for Society Development (MSD), Isam Jwehan, said that the Israeli occupation authorities are contributing to a large extent to the spread of drugs among Palestinian youth in Jerusalem in particular, and in the Palestinian territories in general.
He stated that the Jerusalem district is number one in terms of the number of users of various types of drugs, and that the number of drug users in the occupied Palestinian territories is estimated at 40,000-60,000, a third of them in the Jerusalem district. In second place, after Jerusalem and its environs, is the Ramallah and El-Bireh district, because of its proximity to Jerusalem. Next are Hebron and Bethlehem.”

     "The seminar, organized by the Palestinian Authority and the United Nations Office on Drugs and Crime, opened yesterday at the Dar Jacir hotel in Bethlehem, under the title 'Development of a Plan for Integrative Cooperation in the Occupied Palestinian Territories to Fight Drugs, Prevent Crime, and Renew Criminal Justice.' Dr. As'ad Al-Ramlawi, Director of [the Health Ministry's department of] First Aid and Chairman of the National Council to Fight AIDS... announced that one out of three youths in Jerusalem uses drugs. He accused the occupation authorities of encouraging [drug] use in Jerusalem, and noted that these authorities encourage the Arabs who have been arrested for drugs to use [drugs], while the Jews who are imprisoned for similar crimes are rehabilitated."

This is part of the systematic attack of the occupation state (i.e., Israel), which seeks to destroy the [younger] Palestinian generation, to drown it in a cycle of violence and alienation from national identity, and to wage war against morality and good character.’ Executive Director of the Administration for Social Affairs, Badran Badir ... called to invest additional efforts in order to diminish the scope of this phenomenon, which is impacting on our people and on its strength, and which the occupation [Israel] is exploiting for its own purposes.”

     “Senior members of the security services and the health ministry agreed unanimously yesterday about the need to fight drugs in Palestinian society as well as [sexually] transmitted diseases that are caused by their use, such as AIDS.
During their participation in an Interior Ministry seminar in Ramallah called ‘The role of security services in fighting the HIV epidemic among drug addicts in rehabilitation centers,’ organized by the UN Office on Drugs and Crime (UNODC), experts emphasized that the phenomenon has a political aspect, related to the Israeli occupation’s support for the spread of this plague, especially in the Jerusalem region, as well as health, economic, and social aspects. Abd Al-Jabbar Burqan, head of the Anti-Drug General Authority… added: ‘This plague is a political problem which is nurtured by Israel.’”

Note: The libel that Israel spreads AIDS and drugs has been prevalent in the PA for years, and was expressed in June at a UN-organized event to fight drugs among Palestinians held in Ramallah. The PA media did not mention whether the UN representative responded to these libels.

Israel distributes drugs, turns Palestinian youth into tools

A Fatah TV Program, entitled "Eye on Jerusalem," aired an episode on drug use, reiterating the libel that Israel spreads drug use among Palestinians to destroy the population. The program repeats the claim that Israel bribes Palestinians to continue their drug use, offering 3,500 NIS per addict. In 2003, the claimed amount was 4,500 NIS. 
Host: "What is happening in Jerusalem is a Judaization of the stones and of the population. In order to assure the continued drug use of the [Palestinian] Jerusalemite, the relevant Israeli offices pay an unemployment allowance, amounting to 3,500 NIS per addict. Every addict is tested every year, and if the tests show that he has recovered, they stop his allowance. This represents strong motivation for an addict to continue using drugs."
