Mahmoud Al-Habbash

Mahmoud Al-Habbash was appointed Minister of Religious Affairs by PA Chairman Mahmoud Abbas in June 2009. He served in that position until June 2014, when the Fatah-Hamas unity government was formed. He was then appointed Supreme
Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs and Chairman of the Supreme Council for Shari'ah Justice.

In a press conference broadcast on Al-Aqsa TV, Al-Habbash explained that when he served as Minister of Religious Affairs, he was responsible for “all activity within the mosques” including the sermons, which require prior approval by his ministry:

“It should be noted that the Ministry of Religious Affairs held the press briefing in the conference hall at the Ministry of Information to talk about the steps taken by the PA in order to regulate the activity of the mosques…
Al-Habbash [PA Minister of Religious Affairs] emphasized that the mosques and everything related to them belong to the Ministry of Religious Affairs, from the employees – the imam, the speaker, the Quran teacher, the librarian, the caretakers and custodians –via the mosque and its adjacent structures… to regulation of the activity and the functioning, in accordance with Shari’ah and civil law…
He emphasized that the Ministry is responsible for all activity within the mosques – the functioning, the centers for Quran study, the calls to prayer, and the sermons – and that the Ministry would not take lightly or be negligent in the fulfillment of its obligation. He noted that the religious lessons, Quran study and other activities going on in the mosques require prior approval by the Ministry.” [Al-Ayyam, Aug. 16, 2010]

In his capacity as minister, Al-Habbash delivered the Friday sermons transmitted on official PA TV, using them to convey different messages to the people. The sermons, many which of are documented on PMW’s website, are a reflection of the messages that the Ministry of Religious Affairs choose to disseminate to the Palestinian people.

A recurring message propagated in Al-Habbash's sermons is that Palestinians are in a Ribat, an eternal religious conflict with Israel. In many of his sermons, Al-Habbash emphasizes the importance of Ribat as a religious duty incumbent upon all Muslim Palestinians, as expressed in the following example:

"Allah has preordained for us the Ribat (religious war) on this blessed land. We are committed to it by Allah’s command. Let no one be mistaken or under the illusion that Ribat (religious war) is a choice and nothing more. It is a commandment that necessitates hardship and requires the person to rush to fulfill this command. If Allah has chosen you for Ribat on the land of Ribat, you, the choicest of God’s servants, then this is an honor. The enemy is patient, it is waiting for the nation to collapse. The struggle over this land is not merely a struggle over a piece of land here or there. Not at all. The struggle has the symbolism of holiness, or blessing. It is a struggle between those whom Allah has chosen for Ribat and those who are trying to mutilate the land of Ribat." [Official PA TV, Feb. 12, 2010]

Abbas’ advisor defends glorification of terrorists: “We do not incite” – we show “our respect, honor, and appreciation for those who are more honorable than us, the Martyrs”
Source: Official Palestinian Authority TV, Dec. 11, 2015

Mahmoud Al-Habbash, the Supreme Shari’ah Judge and Mahmoud Abbas’ advisor on Religious and Islamic Affairs, in Friday sermon made in presence of PA Chairman Mahmoud Abbas: “Some accuse us of incitement against others. What incitement? Are we inciting? … If by incitement they are talking about our insistence on holding on to our principles, and our respect, honor, and appreciation for those more honorable than us, the Martyrs who fall for Palestine – if that is what they call incitement – we do not deny this, and are not ashamed of it, and we do not renounce it. Indeed – we cling to our right, our land, our holy sites, our Jerusalem and our Al-Aqsa Mosque… We adhere to our right to defend ourselves.”

Source: Official Palestinian Authority TV, Nov. 27, 2015

PA's Supreme Shari’ah Judge Mahmoud Al-Habbash delivers Friday sermon in presence of Chairman ‎Mahmoud Abbas:
“These are your holy places. This is your Jerusalem. This is your mosque, this is your ‎Al-Aqsa [Mosque]. This is your Church [of the Holy Sepulchre]. You should visit them. Come to ‎Palestine, as did that brave and honorable man (i.e., head of the Coptic Church)”‎

PA TV's transmission cuts to funeral of PFLP member, unknown speaker:
“Glory to you, and to you we ‎are loyal. Rest in peace, honorable Martyr. Rest in peace, our honorable Khaled [Jawabreh]. ‘The ‎revolution may last a hundred years or more, and the impatient should step aside’ (quote by founder ‎of terror organization PFLP George Habash). Therefore, comrades, ‘Beware of natural death, do not ‎die, but amidst the hail of bullets’ (poem by Ghassan Kanafani). ‘A covenant was made later on [which ‎guarantees] that you will not be defeated, Victory grows where the field is nurtured with blood’ ‎‎(poem by Islamic scholar Sayyid Qutb). If there are men here who claim glory, the lions of the refugee ‎camp will be the first to reach Heaven. The lions of the refugee camp will be the first to reach Heaven. ‎‎‘Beware of natural death, do not die, but amidst the hail of bullets.’‎

Abbas’ advisor responds to Israeli condemnation following PMW exposure of his Antisemitic sermon: “We will ignore this nonsense”
Source: Official PA daily, Al-Hayat Al-Jadida, Nov. 3, 2015
Prime Minister Benjamin Netanyahu’s Arabic spokesman Ofir Gendelman’s post followed Palestinian Media Watch’s exposure on Nov. 1, 2015 of an Antisemitic sermon given by Al-Habbash on Oct. 23, 2015. Al-Habbash demonized Jews and Israel using classic Antisemitic hate speech, presenting Jews as "evil" and Israel as "Satan's project."

Headline: “Al-Habbash responds to Gendelman: ‘How bad it is when a racist speaks against racism and a terrorist [speaks] against terror!’”
“Supreme Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs Mahmoud Al-Habbash, stated that the worst thing that one can hear is a racist who speaks against racism or a terrorist who speaks against terror. Al-Habbash’s statement yesterday [Nov. 2, 2015] came as a response to what was stated by the Israeli occupation’s Prime Minister Benjamin Netanyahu’s Arabic spokesman, the extreme Ofir Gendelman, who attacked Al-Habbash and described him as an Antisemite. He added: ‘Gendelman is a man who justifies all the crimes of the Israeli occupation army, and then talks about racism.’ He continued: ‘We will ignore this nonsense, and we will continue on the same path, convinced of what we say and understand. This is our national cause, and the nonsense uttered by the Israeli spokespeople does not shake us.’"

Abbas’ advisor: Western Wall is part of “an Islamic Waqf - a property of the Muslims… an Islamic right… This property belongs to me and all Muslims”
Source: Official Palestinian Authority TV, Oct. 28, 2015

Official PA TV program In The Midst hosted Supreme Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs, Mahmoud Al-Habbash

Supreme Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs, Mahmoud Al-Habbash: "The use Americans or others make of the term 'Temple Mount' rather than the 'Al-Aqsa Mosque [plaza]' is unacceptable and should be condemned... The Al-Aqsa Mosque, which includes its plaza, all the gates, all the walls, all the facilities with and without a roof, and all the walls, including the Al-Buraq Wall (i.e., the Western Wall) which is an Islamic wall, an Islamic Waqf - a property of the Muslims - no one can deprive them of this ownership... The Al-Aqsa Mosque according to this description - its whole area is 144 dunam, 100 square meters, including its internal and external walls and the gates – is all an Islamic Waqf and an absolute Islamic right. No one except the Palestinians and Muslims is entitled to even a millimeter of it, not even a single grain of sand... The visit to the Al-Buraq Wall (i.e., the Western Wall) is a right every Muslim is entitled to. Not only the inside of the Al-Aqsa Mosque, the Al-Buraq Wall (i.e., the Western Wall) is [also] an Islamic right… This property belongs to me and all Muslims."

Antisemitic hate speech by Abbas’ Advisor‎ on Islam: Jews represent "evil", Israel is “Satan’s project”
Source: Official Palestinian Authority TV, Oct. 23, 2015

Mahmoud Al-Habbash, the Supreme Shari'ah Judge and Mahmoud Abbas' advisor on Religious and Islamic Affairs
: "The conflict here in Palestine between us and the criminal occupation and its criminal ‎leaders, is a further manifestation of our trials, a further manifestation of the historic ‎conflict between truth and falsehood, between good and evil. Throughout history, there ‎has been a conflict between good and evil. The good is represented by the prophets ‎and their supporters. The evil is represented by the devils and their supporters, by the ‎satans and their supporters. We are not inventing anything new here. This is a conflict ‎between two entities, good and evil, between two projects: Allah's project vs. Satan's ‎project, a project connected to Allah, which is his will - true and good - and a project ‎connected to oppression and Satanism, to Satanism and animosity, occupation and ‎barbarism.‎"

Today, Jerusalem has become a military base. Today Muslims under the age of 40 are forbidden to pray in the Al-Aqsa Mosque.”

PA leader about Tony Blair: “That man profiteers at the expense of the Palestinian people’s blood”
Source: Official Palestinian Authority TV, Aug. 28, 2015
Official PA TV broadcast of the Friday sermon by Supreme Shari’ah Judge Mahmoud Al-Habbash from the grave of Arafat.
Supreme Shari’ah Judge Mahmoud Al-Habbash: “How much public attention is paid to Jerusalem? Very little, and the reason is that there are those who are trying to drag us into other matters, negotiations with Tony Blair, the profiteer [interested in] eliminating the Palestinian cause. He is a profiteer; that man profiteers at the expense of the Palestinian people’s blood, and disgustingly, there are those who cooperate with him - they think he is the real thing, and there are those who consider him valuable and weave plots with him regarding a small state [in Gaza], and a floating port and free pass zone (a zone where people and merchandise can cross freely between Gaza and Israel –Ed.). What is happening!”
Abbas’ advisor accuses Israel of “supporting terror” and “promoting anarchy” by “igniting a religious war”
Source: WAFA, official PA news agency, July 26, 2015
Headline: “Al-Habbash: ‘Jerusalem is the key to the solution and the Al-Aqsa [Mosque] is not alone”
“Palestine’s Supreme Shari’ah Judge and President [Mahmoud Abbas’] Advisor on Religious and Islamic Affairs Mahmoud Al-Habbash warned of the repercussions of the invasion of the blessed Al-Aqsa Mosque by Jewish extremist organizations, led by [Israeli] Minister of Settlements (i.e., Agriculture and Rural Development) Uri Ariel, and under protection of the occupation forces. [He noted that the occupation forces] attacked the worshippers who stopped the invasions, and that as a result, dozens of them were arrested and injured.
In his announcement today [Sunday, July 26, 2015], Al-Habbash warned the decision-makers in the occupation state not to take advantage of any Jewish extremist organizations’ actions against the holy city and holy places for the purpose of establishing facts on the ground that would lead to the division of the blessed Al-Aqsa Mosque [between Jews and Muslims] according to space and time. He demanded that the international institutions and legislative bodies take deterrent measures and impose sanctions on the state of Israel for supporting terror and creating anarchy in the region by igniting a religious war that will harm everyone.”

Note: The PA considers any presence of Jews on the Temple Mount an "invasion."

The physical division and division according to time refers to a proposed law (May 2013) being reviewed in Israeli Parliament that would allow for both Jews and Muslims to pray on the Temple Mount. The law seeks to implement separate prayer times for Muslims and Jews at the site.

Abbas’ advisor: Israel benefits from ISIS attacks in Egypt
Source: Facebook page of Mahmoud Al-Habbash, Abbas’ advisor on Religious and Islamic Affairs and Supreme Shari’ah Judge, July 1, 2015
Posted on private Facebook page of Mahmoud Al-Habbash on July 1, 2015.
Supreme Shari’ah Judge, Mahmoud Abbas’ advisor on Religious and Islamic Affairs and Chairman of the Supreme Council for Shari'ah Justice Mahmoud Al-Habbash writes in reply to the ISIS terrorist attack in Egypt:
“I have no doubt that the main beneficiary – and perhaps the only one that really benefits – of the attack in Egypt is Israel. Simply put, this means that whoever harms Egypt is acting for the good of Israel, whether or not they want to.”

Al-Habbash received many replies supporting his words. One was the anti-Semitic response of Ashraf Salameh Abu Islam which Al-Habbash ‘liked’:
“This is what the Jews are working towards: the establishment of the great kingdom from the Iraq river [Euphrates] to the Nile. It used people with twisted, extreme faith, and the Jews are behind all that is happening from Iraq to Egypt. Unfortunately, there are those who implement their (i.e., the Jews) plans in the name of Islam.”

Official PA TV broadcast the Friday ‎sermon from Arafat’s mausoleum in ‎Ramallah. The sermon was delivered by ‎Mahmoud Al-Habbash, the Supreme ‎Shari’ah Judge and Mahmoud Abbas’ ‎Advisor on Religious and Islamic Affairs:
‎‎“As far as we are concerned, the entire ‎Al-Aqsa Mosque, whose area is 144,100 ‎square meters, 144 dunams and 100 ‎‎[square] meters, includes the covered Al-‎Aqsa Mosque, that is, the Southern ‎Mosque, as well as the ancient ‎underground Al-Aqsa Mosque beneath ‎the Al-Aqsa Mosque, the Marwani Prayer ‎Hall [Solomon’s Stables], the Dome of the ‎Rock, the courtyards and porticoes, ‎schools and walls – including the Al-‎Buraq Wall (i.e., the Western Wall), ‎which is called, and will always be ‎called, the Al-Buraq Wall, whether they ‎like it or not [– all this is the Al-Aqsa ‎Mosque]. Even at the time of the British ‎Mandate, the commission sent by the ‎Mandatory authorities to discuss the issue ‎of the Al-Buraq Wall confirmed that it was ‎waqf (i.e., an inalienable religious ‎endowment in Islamic law) belonging to ‎Muslims, and that non-Muslims had no ‎right to it. Source: Official PA daily, Al-Hayat Al-Jadida, Jan. 6, 2015
“The President [Mahmoud Abbas] participated in a ceremony marking the birthday of the Prophet [Muhammad] at Ramallah’s Palace of Culture yesterday evening [Jan. 5, 2014]. Mahmoud Al-Habbash, the Supreme Shari’ah Judge and Mahmoud Abbas’ Advisor on [Religious and] Islamic Affairs, said in a speech on behalf of President Abbas: ‘It is a great honor to stand [here] and speak on behalf of the President, on a day so full of [historic] occasions…’
He added: ‘On the 12th of the [Islamic] month of Rabi' Al-Awwal, his [the Prophet Muhammad’s] noble light broke forth (i.e., he was born), and on this day he prophesied, migrated to Medina and returned to his creator. Therefore, this is the day of the Prophet, and justly so. We celebrate it at the same time we observe the birthday of Jesus, peace be upon Him, and the golden anniversary of the revolution of the [Palestinian] land and man, the revolution of Palestine against the occupation, in order to rescue our immortal right…’
Al-Habbash emphasized that at the end of the road, the meeting place would be there, in Jerusalem, at the blessed Al-Aqsa Mosque – noble, dignified and liberated – without which there would be no peace or stability for anyone in the region and the world at large, [Jerusalem] being the crown jewel, and without it there can be no state, no life and no honor.”

“Mahmoud Al-Habbash, the Supreme Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs, said that Arabs and Muslims around the globe, especially those with foreign citizenship, must go to the Al-Aqsa Mosque and come together to Jerusalem to support the resolve of its residents. During a political forum held at the embassy of the State of Palestine in Algeria, Al-Habbash said: ‘Our people is now in the last stage of a war of existence and self-coercion against the occupation, which is seeking in any way possible to eradicate our identity, force a Caesarian birth of a Jewish entity and clone an illegal entity at our expense.’… In addition, he emphasized that the occupation – which thinks it has succeeded in winning the geographic war with [its] racist fences and roadblocks and that it will have the last word in the fairy tale of Jewish Jerusalem by taking over the Al-Aqsa Mosque – must be opposed.”

Abbas’ advisor and Supreme Shari’ah Judge Mahmoud Al-Habbash delivers Friday sermon in the presence of Mahmoud Abbas:

“The [Israeli] violations, arrogance, recklessness, stupidity and foolishness will lead to what we fear - outbreak of a religious war between them [Israelis] and all Muslims... If [war] breaks out, it will not be confined to Palestine’s borders, nor to those of the Middle East. It may spread to the entire world. Wherever there are Muslims, there will be confrontations. Al-Aqsa is a part of the religion, creed and faith of every Muslim, so he will never accept any violation or any attack against it, or any desecration of its sanctity, or any non-Muslim sovereignty over even a millimeter of its land and the land of Jerusalem.”

Note: Islam's Prophet Muhammad is said to have ridden during his Night Journey from Mecca to "al aqsa mosque", i.e., "the farthest mosque" (Quran, Sura 17), and there tied his miraculous flying steed named Al-Buraq to a "stone" or a "rock." (Jami` at-Tirmidhi, Book 47, Hadith 3424). In the 1920's, Arab Mufti Haj Amin Al-Husseini decided to identify the Western Wall of the Temple in Jerusalem as that "rock" or "stone," and since then Muslims refer to the Western Wall as the "Al-Buraq Wall."
