Mahmoud Al-Habbash was appointed Minister of Religious Affairs by PA Chairman Mahmoud Abbas in June 2009. He served in that position until June 2014, when the Fatah-Hamas unity government was formed. He was then appointed Supreme
Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs and Chairman of the Supreme Council for Shari'ah Justice.

In a press conference broadcast on Al-Aqsa TV, Al-Habbash explained that when he served as Minister of Religious Affairs, he was responsible for “all activity within the mosques” including the sermons, which require prior approval by his ministry:

“It should be noted that the Ministry of Religious Affairs held the press briefing in the conference hall at the Ministry of Information to talk about the steps taken by the PA in order to regulate the activity of the mosques…
Al-Habbash [PA Minister of Religious Affairs] emphasized that the mosques and everything related to them belong to the Ministry of Religious Affairs, from the employees – the imam, the speaker, the Quran teacher, the librarian, the caretakers and custodians –via the mosque and its adjacent structures… to regulation of the activity and the functioning, in accordance with Shari’ah and civil law…
He emphasized that the Ministry is responsible for all activity within the mosques – the functioning, the centers for Quran study, the calls to prayer, and the sermons – and that the Ministry would not take lightly or be negligent in the fulfillment of its obligation. He noted that the religious lessons, Quran study and other activities going on in the mosques require prior approval by the Ministry.” [Al-Ayyam, Aug. 16, 2010]

In his capacity as minister, Al-Habbash delivered the Friday sermons transmitted on official PA TV, using them to convey different messages to the people. The sermons, many which of are documented on PMW’s website, are a reflection of the messages that the Ministry of Religious Affairs choose to disseminate to the Palestinian people.

A recurring message propagated in Al-Habbash's sermons is that Palestinians are in a Ribat, an eternal religious conflict with Israel. In many of his sermons, Al-Habbash emphasizes the importance of Ribat as a religious duty incumbent upon all Muslim Palestinians, as expressed in the following example:

"Allah has preordained for us the Ribat (religious war) on this blessed land. We are committed to it by Allah’s command. Let no one be mistaken or under the illusion that Ribat (religious war) is a choice and nothing more. It is a commandment that necessitates hardship and requires the person to rush to fulfill this command. If Allah has chosen you for Ribat on the land of Ribat, you, the choicest of God’s servants, then this is an honor. The enemy is patient, it is waiting for the nation to collapse. The struggle over this land is not merely a struggle over a piece of land here or there. Not at all. The struggle has the symbolism of holiness, or blessing. It is a struggle between those whom Allah has chosen for Ribat and those who are trying to mutilate the land of Ribat." [Official PA TV, Feb. 12, 2010]

"Supreme Shari’ah Judge of Palestine, [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs, [and Chairman of the Supreme Council for Shari'ah Justice] Mahmoud Al-Habbash said that President Mahmoud Abbas will go to the UN in a few days accompanied by the support of a popular base that represents all the members of our people from the various monotheistic religions. Al-Habbash emphasized during the meeting that the Palestinian leadership, led by President Mahmoud Abbas, continues to oppose all of the suspicious plans and initiatives that the US and Israel are leading in order to eliminate the Palestinian cause through what is called ‘the deal of the century’ (i.e., refers to US President Donald Trump’s as yet unpublished Middle East peace plan) which negates the Palestinians’ right to their land and to establish their independent state whose capital is Jerusalem, expropriates the Palestinians’ right of return to their land, and swallows up what is left of the Palestinian territories for the benefit of the settlement cancer."

Al-Habbash added that the Palestinian Jews fly the flag of Palestine in the heart of Jerusalem (possibly referring to Neturei Karta Jews, who are extremist, anti-Zionist, ultra-Orthodox Jews who deny Israel's right to exist until the Messiah comes and support the Palestinians – Ed.), and our people is also proud of the Christian community and the Samaritan community that constitute an integral part of our people. He also noted that we are striving for peace that is based on freedom and justice.”

During his speech at the discussions of the seventh World Peace Forum that is convening in Jakarta, the capital of Indonesia, Al-Habbash emphasized that Palestine has been a homeland of coexistence, tolerance, and the rejection of violence throughout history, but then it fell victim to a despicable plot that caused the Nakba (i.e., “the catastrophe,” Palestinian term for the establishment of the State of Israel) of the members of its people and turned it into prey for the Israeli occupation, which has destroyed its beautiful face and turned the lives of the members of its people into hell…
Al-Habbash added that the monotheistic religions – Islam, Christianity, and Judaism – espouse peace and believe in peace between different peoples as a means and as a goal… However occupied Palestine, which is the land of the divine missions, is suffering from the most despicable racist and colonialist crimes, which herald the destruction of any chance for connection and coexistence between people.
Al-Habbash said before the World Peace Forum that the holy land, Palestine, was and still is the land of the three monotheistic religions, and that it will remain a model of brotherhood and love – but on condition that all of the expressions of the Israeli occupation in the territories of the Palestinian state are ended.”

“Supreme Shari’ah Judge of Palestine, [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs, [and Chairman of the Supreme Council for Shari'ah Justice] Mahmoud Al-Habbash participated in the discussions of the seventh session of the World Peace Forum leading an official Palestinian delegation as the representative of [PA] President of the State of Palestine Mahmoud Abbas. The forum is convening in Jakarta, the capital of Indonesia, between the 14th and 16th of this month [August 2018].
Al-Habbash said that the [Palestinian] cause, and particularly the cause of Jerusalem and the holy sites, will be on the agenda of the conference, at which the ways to protect world peace against collapse and bodies that threaten world peace – prime among them the occupation – will be discussed…
He added that today the world is required to protect the values of freedom, justice, and peace between peoples, and to stand against the force of tyranny and injustice – the occupation, which has continued for over 70 years without the occupation state receiving any kind of punishment from the international community…
Al-Habbash noted that the occupation state represents the height of ISIS-ness, because it burns people as happened to child Martyr (Shahid) Muhammad Abu Khdeir from Jerusalem and the Dawabshe family (see notes below –Ed.), destroys homes over the heads of those sitting in them, and expropriates lands and property. He added that the international community should not limit its campaign so that it will be against a particular type of ISIS members, while it lets other ISIS members (i.e., Israelis/Jews) sow destruction and set the State of Palestine on fire.”

A picture that expresses the sick dreams of the colonialists, the occupiers - which expresses myths that never existed, a picture of Jerusalem in which the Al-Aqsa Mosque (sic., the Dome of the Rock) has been removed, and something symbolizing that which is called ‘the Temple' has replaced it (Friedman has clarified that he was unaware of the image in the picture thrust in front of him, and has called it unacceptable; see note below –Ed.)... The ambassador - or it could be said the American 'imbecile' (a play on words in Arabic; the words for ambassador and imbecile are very similar –Ed.) - the American imbecile called Friedman stands ostentatiously before a picture in which the Al-Aqsa Mosque (sic., the Dome of the Rock) does not appear - it is removed [...] We say clearly and unequivocally: All of Jerusalem, with all of its elements, especially with the Al-Aqsa Mosque, with all of its elements, with every millimeter of it, including the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount), which they claim is part of that which is called ‘the Temple' – this is the Al-Buraq Wall – all of this is an Islamic waqf (i.e., an inalienable religious endowment in Islamic law) of this nation, until the time [of the Day of Judgment] comes... “Supreme Shari’ah Judge of Palestine and [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs Mahmoud Al-Habbash called on the Arab and Islamic governments, organizations, and peoples to respond to US Ambassador to the occupation state [Israel] David Friedman’s disparaging of the Islamic faith.
Al-Habbash said in a statement that Friedman’s appearance next to a large picture of the Jerusalem sanctuary (i.e., the Temple Mount), where the Dome of the Rock is removed from it and a picture of the alleged Temple is inserted in its place, is a provocative step that constitutes a racist insinuation and criminal incitement for the destruction of the blessed Al-Aqsa Mosque (Friedman has clarified he was unaware of the image that was presented to him and called it unacceptable; see note below –Ed.)…
He [Al-Habbash] said: ‘The removal of the sites that are holy to Islam in Jerusalem is a racist goal of the extremists and the extreme right-wing that rules in the occupation state. The awaited goal of these criminals, and among them settler terrorist David Friedman, is to make the Palestinians disappear from Jerusalem and cause them to migrate from it’…
Al-Habbash said: ‘We expect a historic Arab and Islamic response to this racist provocation by the American ambassador. We must not agree to less than an explicit apology from him personally and from the American administration, his final return [to the US], the cancelation of the American decision to recognize Jerusalem as Israel’s capital, and the closing of the American settlement that was inaugurated in Jerusalem and falsely called an ‘embassy.’”

Al-Habbash emphasized in a statement that every state that transfers its embassy to Jerusalem is committing a crime against international law and participating in aggression against the Palestinian, Islamic, and Christian rights in the holy city. He added that these states have disgraced themselves, and history will remember them as aggressive states that committed crimes against the Palestinian people.
He said that the leadership will take steps against the states that commit this crime, and will demand that the international community punish those who have violated the sanctity of the international decisions and strayed from the international consensus that has repeatedly emphasized that Jerusalem has been Arab Palestinian from time immemorial.”

Mahmoud Al-Habbash: "More than 100 years ago a despicable act of oppression befell the Palestinian people, in which one who has no [right] gave a promise to one who does not deserve it, (i.e., the Balfour Declaration) about land to which they have no connection – land that they acknowledged was not theirs, and that they have no right to… except for a sentimental connection… But the oppression occurred, and the world conspired against the Palestinian people, and this people was uprooted 70 years ago, at the time of the Nakba (i.e., “the catastrophe,” the Palestinian term for the establishment of the State of Israel).... We and the world have seen the completion of the sins, the completion of the sin of Palestine’s Nakba, in that America came to transfer its embassy [to Jerusalem] and to falsely say… that it is the eternal capital of the Jewish people. This is what they are saying about Jerusalem! As if Jerusalem has no people, and has no owners, and as if it has no people, and as if they are the ones who built it; even though the facts of history determine that those who built Jerusalem are us, the Jebusite Canaanite Arabs, and they gave it its name, and they set it as their capital (sic., archaeological finds have proven a Jewish role in building and developing Jerusalem; the Jebusites and Canaanites were not Arabs)… The one responsible for all of this is first of all the USA. Our blood is on their neck and on their hands. They are responsible.”
