Mahmoud Al-Habbash was appointed Minister of Religious Affairs by PA Chairman Mahmoud Abbas in June 2009. He served in that position until June 2014, when the Fatah-Hamas unity government was formed. He was then appointed Supreme
Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs and Chairman of the Supreme Council for Shari'ah Justice.

In a press conference broadcast on Al-Aqsa TV, Al-Habbash explained that when he served as Minister of Religious Affairs, he was responsible for “all activity within the mosques” including the sermons, which require prior approval by his ministry:

“It should be noted that the Ministry of Religious Affairs held the press briefing in the conference hall at the Ministry of Information to talk about the steps taken by the PA in order to regulate the activity of the mosques…
Al-Habbash [PA Minister of Religious Affairs] emphasized that the mosques and everything related to them belong to the Ministry of Religious Affairs, from the employees – the imam, the speaker, the Quran teacher, the librarian, the caretakers and custodians –via the mosque and its adjacent structures… to regulation of the activity and the functioning, in accordance with Shari’ah and civil law…
He emphasized that the Ministry is responsible for all activity within the mosques – the functioning, the centers for Quran study, the calls to prayer, and the sermons – and that the Ministry would not take lightly or be negligent in the fulfillment of its obligation. He noted that the religious lessons, Quran study and other activities going on in the mosques require prior approval by the Ministry.” [Al-Ayyam, Aug. 16, 2010]

In his capacity as minister, Al-Habbash delivered the Friday sermons transmitted on official PA TV, using them to convey different messages to the people. The sermons, many which of are documented on PMW’s website, are a reflection of the messages that the Ministry of Religious Affairs choose to disseminate to the Palestinian people.

A recurring message propagated in Al-Habbash's sermons is that Palestinians are in a Ribat, an eternal religious conflict with Israel. In many of his sermons, Al-Habbash emphasizes the importance of Ribat as a religious duty incumbent upon all Muslim Palestinians, as expressed in the following example:

"Allah has preordained for us the Ribat (religious war) on this blessed land. We are committed to it by Allah’s command. Let no one be mistaken or under the illusion that Ribat (religious war) is a choice and nothing more. It is a commandment that necessitates hardship and requires the person to rush to fulfill this command. If Allah has chosen you for Ribat on the land of Ribat, you, the choicest of God’s servants, then this is an honor. The enemy is patient, it is waiting for the nation to collapse. The struggle over this land is not merely a struggle over a piece of land here or there. Not at all. The struggle has the symbolism of holiness, or blessing. It is a struggle between those whom Allah has chosen for Ribat and those who are trying to mutilate the land of Ribat." [Official PA TV, Feb. 12, 2010]

      “The [PA] Ministry of Foreign Affairs and Expatriates condemned all of the steps and measures that the occupation authorities are taking against the blessed Al-Aqsa Mosque… whose goal is to put the status quo at the Al-Aqsa Mosque up for negotiation and to create a new reality, through which different issues of Israeli sovereignty will be forced on the blessed Al-Aqsa Mosque (refers to Israel placing metal detectors at the entrances to the Temple Mount following a terror attack there on July 14, 2017, in which 2 Israelis were murdered; see note below –Ed.)…
The Ministry of Foreign Affairs and Expatriates said that the members of our people, and especially in Jerusalem, have succeeded in thwarting the aggressive and dangerous Israeli plan through their uprising, and that they are waging the battle on behalf of the Arab world and the Islamic world… Supreme Shari’ah Judge and [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs Mahmoud Al-Habbash demanded that the UN and [UN] Security Council intervene urgently in order to stop the Israeli escalation, before the situation deteriorates further and reaches the point of no return.”

“Supreme Shari’ah Judge and [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs Dr. Mahmoud Al-Habbash called on the international community to act before it will be too late to prevent the deterioration of the situation in the Middle East and the world because of the continuation of the racist Israeli attacks against the Al-Aqsa Mosque (Israel placed metal detectors at its entrances after a terror attack in which 2 Israelis were murdered took place there on July 14, 2017; see note below –Ed.).
The supreme Shari’ah judge emphasized that the responsibility for the Al-Aqsa Mosque is the sole right of Muslims, and that the Israeli interference in Al-Aqsa Mosque affairs constitutes aggression against the religious and political rights of the Muslims.

The Fatah Movement yesterday [July 19, 2017] again emphasized its absolute opposition to the Israeli steps of aggression in occupied Jerusalem and the Al-Aqsa Mosque.
Fatah Revolutionary Council member [and Official Fatah Movement Spokesman] Osama Al-Qawasmi said in a press statement that Fatah will not agree to the implementation of the Israeli plan to empty the Al-Aqsa Mosque and the holy city [of Jerusalem] of its original inhabitants, the members of the Palestinian people.
Al-Qawasmi added: ‘We and all the members of our people that carries out Ribat (i.e., religious conflict/war over land claimed to be Islamic) condemn the illegal steps of the occupation authorities, and also oppose entering the Al-Aqsa Mosque through metal detectors.’”

"The Islamic sources of authority in Jerusalem… called on residents of Jerusalem and Palestine to resist all of the Israeli occupation's cruel steps, which are being expressed by a change in the historical status quo, and include placing metal detectors at the Al-Aqsa Mosque gates. They called not to use [the metal detectors] under any circumstances and not to enter the Al-Aqsa Mosque through them.
In a joint statement, Islamic sources of authority yesterday [July 17, 2017] called on citizens to go up to the blessed Al-Aqsa Mosque to pray and serve Allah. They said: 'If they continue to require entry to the Al-Aqsa Mosque by passing through metal detectors, we call on the members of our people to pray and devote themselves to serving Allah before the gates of the Al-Aqsa Mosque, in the streets of Jerusalem, and its alleys.'

     "In a first precedent since 1969, the occupation forces yesterday [July 14, 2017] closed the Al-Aqsa Mosque until tomorrow (Sunday), prevented [Arab] citizens from praying within it, and turned occupied Jerusalem into a military base. They deployed hundreds of their people in the city's neighborhoods, and used the armed confrontation that took place yesterday morning at the Al-Aqsa Mosque (i.e., terror attack, 2 murdered; see note below) as an excuse for it. Supreme Shari’ah Judge, PA Chairman Mahmoud Abbas’ advisor on Religious and Islamic Affairs, and Chairman of the Supreme Council for Shari'ah Justice Mahmoud Al-Habbash: “Some of the Muslims that are not Palestinians think that the Al-Aqsa Mosque is the Dome of the Rock, the golden dome. The area of the Al-Aqsa Mosque that is known today is 144 dunams and 100 square meters (i.e., approximately 35.5 acres). The concept of the Al-Aqsa Mosque includes all of the plazas, all of the walls, all of the stones, and all of the land that is known today as the Al-Aqsa Mosque, and before everything else, so that we do not forget and are not misled, the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount). The Al-Buraq Wall is an inseparable part of our faith and our religion. It is strongly connected, according to the faith, to the eternal miracle, the miracle of the Night Journey and Ascent to Heaven [of Prophet Muhammad]. It is strongly connected to the figure of Prophet Muhammad. It is a Muslim waqf (i.e., an inalienable religious endowment in Islamic law) that can never belong to people who are not Muslim. It cannot be that any person will have sovereignty over it other than the Muslims. The mosque is our mosque and the Al-Buraq Wall is our wall. It is our property and waqf that we must guard, and it is not possible that we would concede one millimeter of it, nor one stone, nor one micro millimeter of the Al-Buraq Wall or the blessed Al-Aqsa Mosque.”

Al-Habbash said that Jerusalem is now in its most difficult period, in which an invasion of thought and heritage are being perpetrated, and the Islamic identity in it is being erased through an attack led by the occupation through the extremist settler NGOs and the attempt to undermine the awareness of global public opinion. [He added that this is being perpetrated] through a falsification of the facts and through false claims that have no basis in the past or present…
He noted that what is happening in Jerusalem is a historical and cultural massacre against the Islamic culture and heritage…
He also explained that the invitation to the Muslims who are able to do so to visit Jerusalem had the greatest impact on the spirits of the residents of Jerusalem, and that it constitutes a double message: [first] to the occupation, which is that Jerusalem will not be alone and is not easy prey, and [second] to the Palestinians, which is that they are not alone…
Al-Habbash said that visiting Jerusalem and praying at the Al-Aqsa Mosque is normalization with the Palestinians, and not normalization with the occupation."

Al-Habbash related in a press statement to the dangers inherent in the US taking this unwise step, due to its implications for international peace and security.
He added: 'We call on the Imams of mosques in all Arab and Islamic states to deal with this grave matter during the Friday sermons. We also hope that the Christian clergy will also do this in their religious sermons this Sunday, as Jerusalem has an important place in the hearts of more than 1.3 billion Muslims in the world. In addition, it is also holy to Christians, and we do not agree to the damaging of its religious status and its identity.'
He continued: 'Everything could collapse if they transfer the embassy to Jerusalem and damage its value and meaning, as this could open wide the door to scenarios that no one wishes for. This is because the Al-Aqsa Mosque is the first direction of prayer for the Muslims and the third holiest “Noble Sanctuary.” Jerusalem also includes holy sites important to Christians, and primarily the Church of the Holy Sepulchre.' Al-Habbash said: 'Transferring the American embassy to Jerusalem constitutes an unacceptable step as it contradicts international law, and we hope that the administration of [US] President[-elect] Donald Trump will not take such a step.’"

Supreme Shari’ah Judge and Mahmoud Abbas’ advisor on Religious and Islamic Affairs Mahmoud Al-Habbash:  "The new American administration intends to transfer its embassy to Jerusalem. In a simple, calm, and rational manner, in clear words that need no explanation and which are unambiguous: Such a step, for every Muslim, is a declaration of war on all Muslims. It's a declaration of war on all Muslims. We are no one's enemies, and we do not want to be. We are not enemies of the US and we do not want to be. However, when something harms our faith and our existence, we cannot stand by and do nothing. We will not agree to this under any circumstances. This will not pass in silence... The entire Muslim world will not accept it, and the entire Christian world will not accept it. Occupied Jerusalem is our eternal capital, the capital of our existence and the capital of our state. In politics there can be compromises here and there... In politics there can be negotiation. However, in matters of religion, faith, values, ethics, and history, there can be no compromises. Therefore, it isn't possible to compromise on or negotiate over Jerusalem. This of course does not mean that we will prevent anyone from considering Jerusalem their direction of prayer. Our Jerusalem will remain open to all believers as it has been. Open to all of the monotheists."
