Issa Karake - Director of the PLO Commission of Prisoners and Released Prisoners’ Affairs and former PA Minister of Prisoners' Affairs.
In 2014, Abbas changed the Ministry of Prisoners' Affairs, subordinate to the PA government, into the Supreme National Authority of Prisoners' Affairs, subordinate to the PLO. This was done to evade pressure from international donors over the PA's payment of salaries to terrorist prisoners. Instead of paying terrorist salaries out of the PA general budget, to which international donors send their funding, the new PLO institution pays the salaries and is responsible for prisoners' affairs. Karake was appointed head of the new Authority of Prisoners' Affairs.
Karake remains a member of the PA Parliament.

     “At a press conference dealing with the occupation’s decision to deduct the prisoners’ allowances (mukhassasat) from the tax money (see note below –Ed.) and the administrative prisoners’ strike, a number of [Palestinian] spokesmen emphasized the need to oppose the Israeli ‘law’ that violates all of the international agreements, and the need to support the administrative prisoners who are hunger striking. PLO Executive Committee member [and Secretary-General of the Palestinian Liberation Front] Wasel Abu Yusuf said at the press conference that was held yesterday [July 8, 2018] in Ramallah at the initiative of the [PLO] Commission of Prisoners and Released Prisoners’ Affairs, the [PA-funded] Prisoners’ Club, and the factions of national activity: ‘The leadership, led by [PA] President of the State of Palestine Mahmoud Abbas, has emphasized its rejection of decisions that the Israeli government has made recently, and of the bills that the Israeli Parliament ratified regarding the deduction of amounts from our people’s money against what is paid to the families of the Martyrs (Shahids) and the prisoners.’
Abu Yusuf emphasized that they will continue to pay the allowances of the prisoners, the Martyrs’ families, and the wounded as usual, while pointing out the president’s statements at the Fatah Movement Central Council meeting yesterday (Sunday): ‘No one has the right to interfere in this matter; these are our Martyrs, our wounded, and our prisoners, and we will continue to pay them.’"

He also said that there are over 30 cases of cancer or malignant growths among the prisoners, in addition to the incidence of serious chronic diseases such as paralysis, disability , critical injuries, liver, kidney, and heart diseases, diseases of the spinal cord, lungs, and the like.”

"American Ambassador in Tel Aviv David Friedman condemned the fact that the PA did not condemn the operations (i.e., terror attacks) against the settlers. He made this condemnation while wearing a settler hat and carrying a gun and hoe, after registering as a member of the price tag and hilltop youth settler organizations, which kidnapped and burned Martyr (Shahid) Muhammad Abu Khdeir and the Dawabsheh family (sic., the attacks referred to were not committed by any organizations; see notes below –Ed.).
The American ambassador is the most loyal propagandist of the occupation, the settlers, and the criminals. He does not think about the Palestinians killed as [in his eyes] our dead are not living creatures. Only the Israelis are good and they have priority among the creations. We are the lowly Arabs . The Israelis' blood is different and their souls are different, and therefore they must be given everything. The land, the promise, and the skies belong to them. They are allowed to kill, commit crimes, occupy another people, and remain alive.

This was as a sign of appreciation for the female Palestinian prisoners and on the occasion of International Women's Day that takes place annually on March 8.
The inauguration ceremony began with the singing of the national anthem in the presence of District Governor of Jerusalem Adnan Al-Husseini, District Governor of Ramallah and El-Bireh Laila Ghannam, Director of the [PLO] Commission of Prisoners' Affairs Issa Karake… Mayor of Al-Eizariya Issam Fir'aun gave an opening speech in which he welcomed those present and emphasized: 'Jerusalem will remain the eternal capital of Palestine and loyal to the sacrifices of the Martyrs (Shahids) and the male and female prisoners. It is an honor for the Al-Eizariya Municipality to inaugurate this park out of loyalty to our praiseworthy female prisoners.'"

Director of PLO Commission of Prisoners’ Affairs Issa Karake: “This people greatly appreciates the prisoners for being prisoners of freedom, and this is a political message and response to the attack that the occupation authorities are carrying out against the Palestinian prisoners through racist laws and legislation and aggression against the prisoners’ rights, with the latest of them being the bill connected to holding or stealing the Palestinian tax money on the pretext of aid to the families of the prisoners, Martyrs (Shahids), and wounded (see note below –Ed.) . We are meeting- it is our right to visit them, it is our right to celebrate them, it is our right to rejoice with them after the release so that we will tell the world that the prisoners’ cause is a central cause and a basic cause. These prisoners are prisoners of freedom and legitimate fighters for the right to self-determination. They are not terrorists and they are not criminals as the Israeli occupation authorities keep claiming. Martyrs have fallen inside the prisons; prisoners, sick people, wounded, and t hose suffering from very serious illnesses have ascended to Heaven. They are witness to how the prisons have become a place of sowing death and sowing oppression among the Palestinian people. They are witness to many thousands of prisoners who have been arrested on a daily basis, the phenomenon of arrest has become a daily phenomenon – every day there are arrests. People have gone out and entered such that a quarter of the Palestinian people have entered the Israeli occupation’s prisons.”

It should be noted that the program for training the prisoners in the Commission of Prisoners’ Affairs signed agreements with the Palestinian universities in order to enable the prisoner students in the prisons to complete their studies, and this is through committees within the prisons that supervise the study process. This is in addition to an agreement that was signed with the [PA] Ministry of Education four years ago, which enables the prisoners within the prisons – to whom the conditions of the agreement apply – to complete their high school studies.”

Official [PA] Police Spokesperson Yusuf Al-Mahmoud said that the occupation is the one that needs to be brought to account, and it is the one that is required to pay compensation to the members of our people and everyone in the region who has been harmed, because it is the main cause of every crisis and all damage, and it is the source of the dangers and tension… Director of [PLO] Commission of Prisoners’ Affairs Issa Karake said that the bill to deduct the prisoners’ allowances constitutes robbery and organized political terror… Karake said that the bill will not contribute to stability and peace in the region, but rather will increase the tension. He added that our occupied people is protected by the UN resolutions and the Geneva Convention, and is not subject to Israel’s racist and hostile laws. Karake revealed that the occupation government is funding the Jewish terrorist prisoners who murdered Palestinians, and supporting them financially, politically, and legally (sic., Israel provides no such benefits). Director of PLO Commission of Prisoners' Affairs Issa Karake: "[Israel] is still going further and further with arrests of the [Palestinian] children - not just arrests, but also execution and murder. Children have been summarily executed. These are considered war crimes that the Israeli occupation government is committing. These children did not constitute any danger to the lives of the soldiers. Despite this, they were executed and live bullets were fired at them. This has occurred based on official decisions made by the Israeli government, which has decided that live bullets should be fired at what it calls 'the rock throwers,' and also decided to arrest the children and throw them into the prisons and impose heavy sentences against them (i.e., for throwing rocks at cars)."
