Violence-Diplomacy strategy
Palestinian leaders from both Fatah and Hamas argue that terrorism -- including ‎suicide terror against Israel, which they call “resistance” or “armed struggle” -- is a ‎legitimate political tool. PA leaders quote UN resolution 3236, which "recognizes the ‎right of the Palestinian people to regain its rights by all means." The PA interprets "all ‎means" as including violence against civilians. However, the PA ignores the ‎continuation of the resolution, which states that the use of "all means" should be "in ‎accordance with the purposes and principles of the Charter of the United Nations," ‎which prohibits targeting civilians, even in war. ‎

The PA not only legitimizes its use of violence against Israel, it employs a strategy that ‎combines violence with diplomacy, timing it to achieve optimum political impact. ‎
Fatah Committee member Tawfiq Tirawi explained this policy on Ma’an TV:‎
‎“In the Fatah political program of the Sixth Conference [in 2009]… it says ‎liberation of the lands and resisting the occupation through all means of ‎resistance. We haven’t omitted any type of resistance. However, we know ‎that for each method of resistance there is a right time and circumstances, ‎which are not right for another method. Since we are interested in a [political] ‎achievement, in a state, freedom, and independence for the Palestinian people, ‎we know what the interests and basic principles of the Palestinian people ‎are. Hence, we want to realize its interests, and not to concede our basic ‎principles. These might be temporary interests or achievements until conditions ‎are ripe to end all other issues.”‎ ‎[Ma’an, independent Palestinian news agency, Feb. 11, 2015]‎

Muhammad Dahlan, a former Fatah MP, described it as follows:‎
‎“This is our right, our legal right (i.e., referring to the use of violence). The ‎international community affirms it for us. But it is the responsibility of the ‎leadership to use it when it wants, in the proper place and at the proper time. We ‎cannot leave in the hands of youth who use their own judgment. This is the ‎difference between [PA] using this right and just anyone using it.”

Since the primary motivation for Palestinian terror is the advancement of political goals, ‎the PA employs a strategy of alternating violence and negotiations. They often refer to ‎violence as “seeding,” meaning that terror is used to inflict suffering and fear on Israeli ‎society and the international community, after which the terror is stopped temporarily, ‎in order to let diplomacy “reap” the fruits of the terror. The ongoing threats of renewed ‎terror are seen by Palestinians as a primary motivation for Israeli leaders to give in to ‎Palestinian demands.‎
Fatah spokesman Ahmad Assaf explained:‎
‎"Fatah… [is] the only movement that successfully employed all types of ‎resistance in order to achieve the goal… Fatah did not say that its only option ‎was armed struggle. We always said, 'the rifle sows and diplomacy reaps.'... The ‎rifle always had one target, and it was a political target: achieving the ‎Palestinian people's goals of freedom and independence. That is why we went ‎down two parallel paths: armed resistance and political activity.”‎

Similary, Diab Al-Luh, member of the Fatah Revolutionary Council explained:‎
‎“We have learned in the struggle that there is a stage of planting and cultivation. ‎The struggle of the rifle seeds and the diplomatic struggle reaps. We, the ‎Palestinians, have planted in the many years of our struggle, our Martyrs (Shahids), our wounded and our brave prisoners, who have planted productive ‎seeds.” [Official PA TV, Dec. 5, 2004]‎

Mahmoud Abbas himself has also stated the importance of timing violence properly. ‎The criterion he stressed was the potential to be successful:‎
‎“Now we are against armed conflict because we are unable. In the future ‎stages, things may be different. I was honored to be the one to shoot the first ‎bullet in 1965 [Fatah terror against Israel began in 1965], and having taught ‎resistance to many in this area and around the world, defining it and when it is ‎beneficial and when it is not.” [Al-Dustur (Jordan), Feb. 28, 2008]‎

Thus, the use of Palestinian terrorism is determined by its profitability and the PA’s ‎capabilities. Former Prime Minister Ahmad Qurei (Abu Alaa), when asked if the ‎Palestinians should be using armed “resistance,” stated: "I see and analyze. And if it ‎‎[resistance] gives me [benefit] without costing me, yes." [Al-Hayat Al-Jadida, Aug. 5, ‎‎2010]‎

Palestinians across the political spectrum view “armed resistance” as a legitimate ‎political tool. An article in the official PA daily described Yasser Arafat as the champion ‎of this model, and the “expert on the timing of seeding the [armed] struggle and reaping ‎diplomacy.” [Al-Hayat Al-Jadida, Nov. 9, 2006] Hamas has also supported the strategy ‎of alternating violence with diplomacy: “Praise to Allah, we [Hamas] have demonstrated ‎glowing success in combining diplomacy and resistance.” [Hamas representative ‎Ayman Taha, Al-Rissala, May 17, 2007]

"[Official Spokesman of the PA Security Forces] Adnan Al-Damiri spoke in an exclusive interview with Donia Al-Watan (i.e., an independent Palestinian news agency) about many topics, including the security forces, the possibility of uniting them in the West Bank and Gaza, the reconciliation [between Fatah and Hamas], Gaza's electricity, and the other important topics…

He noted that the PA workers in the Gaza Strip who stopped working are still not working and have not been asked to return to work 'in order not to endanger their lives as we do not know what level of oppression is being implemented by Hamas.'

Likewise, Al-Damiri noted that the government transfers 80 million shekels a month to the Gaza Strip for electricity and 240 million shekels a month for salaries and services, despite Hamas’ opposition to the government or the PA having a role in the administration of Gaza

The security forces in the West Bank are accused of preventing Palestinian resistance operations (i.e., terror attacks) in the West Bank and persecuting those who carry them out; however, since the popular uprising (reference to wave of Palestinian terror attacks, October 2015 - March 2016), it [the West Bank] has been witness to a series of individual and group operations against the Israeli occupation.

Adnan Al-Damiri emphasized that the Palestinian security forces have not prevented anyone from carrying out these operations, and the proof is the occurrence of dozens of them recently, according to him.

He added to Donia Al-Watan: 'We are not talking about the thwarting of operations (i.e., attacks) within Israel, but rather we are talking about our children being throw

Fatah official supports Intifada: "There must be an escalating popular resistance in the field to support the political activity of the leadership"

Fatah Central Committee Member Jamal Muhaisen: “I repeat: The popular uprising which has let up at the moment, it would be better if it had not let up, and that it would escalate so it would reach the stage of Intifada, as the activity in the field, the popular resistance in the field, supports the Palestinian leadership in its activities and therefore it yields achievements for the Palestinian people. The first Intifada (i.e., Palestinian wave of violence and terror against Israel, 1987-1993) yielded achievements, and the popular uprising also played a role in supporting the political effort being led by the leadership.”

Jamal Muhaisen: “The factions definitely are responsible. The Palestinian factions, and all their components, are responsible.”

Therefore I repeat, if we want to do something to support the activity taking place in the international arena, then there must be an escalating popular resistance in the field to support the political activity of the leadership and to convey a message to the international community.”

Fatah announces to Palestinian prisoners that “resistance in its various forms is a legitimate right”

     The terms “resistance in its various forms” and “all means” are ‎often used by PA leaders to refer to events that include violence and deadly terror ‎against Israeli civilians such as rock-throwing, stabbings and even shootings.
“Fatah Movement prisoners in the desert Ketziot Prison (i.e., southwest of Beer Sheva) marked the 68th anniversary of the Nakba (“the catastrophe,” the Palestinian term for the establishment of the State of Israel) yesterday [May 13, 2016] and the day before, with several activities within the detention camp’s wings and cells. The prisoner Hani Ghannam, leader of the Fatah prisoners in Ketziot, noted that the movement has organized conferences to increase awareness, and cultural competitions and sport contests …
Ghannam noted that the Fatah Movement issued a central statement within the Israeli prisons, in which it emphasized that the resistance in its various forms is a legitimate right, and will remain an option until the achievement of our legitimate national principles, primarily the right of return, self-determination, and the establishment of our independent state.”

Jamil Shehadeh: “The message needs to be clear to the occupation: The Palestinian people is determined to continue the struggle in all its forms until the establishment of a state. This is the decision of the Palestinian people. At the moment, our young people have chosen popular uprising, peaceful popular resistance, as [PA] President Mahmoud Abbas has declared, and everyone is listening to him. (“peaceful popular resistance” refers to wave of Palestinian terror attacks, see below –Ed.) This does not mean that other options have been removed from the Palestinian people’s range of possibilities.”

Palestinian terror wave (2015-2016) – Several months of Palestinian violence and terror attacks against Israelis, ‎including stabbings, shootings, throwing rocks and molotov cocktails, and car rammings. The wave was at its height from October 2015 through March 2016, but one man was killed in September 2015 and sporadic attacks continued after March 2016, including a bus bombing in Jerusalem on April 19, 2016.

She said: ‘Today [April 13, 2016] we convey a message of loyalty and appreciation to our prisoners in the occupation’s prisons, and to their families and relatives. Today we are not honoring the prisoners, but rather the cause and the identity; we are honoring the [sense of] belonging to the homeland and the homeland’s message... She emphasized that Fatah keeps the rifle and Palestinian Fatah honorable and pure weapon from the occupier, and the administration of the popular resistance in all its forms, the administration of the political and diplomatic struggle on the international level, and the achievement of a state and the sympathy and support of the international community. The main lesson from the present wave of popular revolution is that our heroic people is a living people with a living and just cause, which has inherited its revolution from [previous] generations, and that all the various [bodies] and factors acting against the revolution have not weakened the willpower of this people and its determination to liberate its land from the occupation. The generation that is now participating in this revolution has grown up under different conditions from those of previous generations, and yet it continues its (i.e., the people’s) will, but through different ways and means that require exceptional personal and collective boldness and courage. Al-Sirisi died as a Martyr near the Tapuach checkpoint south of Nablus, after he was shot near the checkpoint, under the pretext that he attempted to carry out a stabbing operation (i.e. knife terror attack) on the 26th of last month...Jenin district Deputy Governor Mansour Al-Sa’adi, conveyed the condolences of the district governor and the district family to the Martyr’s relatives and his family, and emphasized the adherence to the peaceful struggle until the establishment of the Palestinian state with Jerusalem as its capital... [Director of the Palestinian prisoner’s club in Jenin] Ragheb Abu Diak, emphasized the continuation of the peaceful struggle in a speech in the name of Fatah and [Palestinian] National and Islamic Forces in Jenin, and at the same time sent a message to the world, concerning the need to act to put an end to the Israeli occupation’s violations against our Palestinian people... Samer Al-Sirisi – a 51-year-old Palestinian terrorist who attempted to carry out a stabbing attack at the Tapuach junction south of Nablus. Al-Sirisi was shot and killed by Israeli soldiers.

      “Fatah Central Committee member and Fatah Commissioner of International Relations Nabil Shaath… stated: ‘Today, the international community’s wish to establish peace must be accompanied by aid to the Palestinian people and encouragement of the boycott of the occupation’s products, so that the resistance will be peaceful, and [constitute] an alternative to armed conflict.’ Shaath noted that the British Conservative Party’s delegation that visited Palestine two days ago [March 14, 2016] understands the Palestinian standpoint and the leadership’s concern to keep the popular resistance peaceful.       “Israeli Deputy Minister of Foreign Affairs Tzipi Hotovely published an article last week in the American Wall Street Journal, titled ‘Where Does All That Aid for Palestinians Go .’ [Israeli Prime Minister Benjamin] Netanyahu’s deputy wondered where the aid funds have gone that have been given to the Palestinians over the past 22 years, and which have amounted to 21 billion US dollars in the form of development aid from 1993 to 2013, according to the World Bank... Hotovely’s article misleads world public opinion, turns the facts upside down, incites, and blackens the image of the Palestinian leadership and Palestinian fighters, while describing them as ‘terrorists,’ although they, unlike the Israelis, are nothing of the kind. If we consider each point [of the article] that appears in the American magazine separately, we will notice the following things: [...] Thirdly, the Palestinian fighters, whether Martyrs or prisoners in the Israeli occupation state’s prisons, are freedom fighters, and the PA and PLO carry the responsibility for them. They are not terrorists, but pioneers of the struggle for national liberation, and the international law guarantees their right to use all means of struggle in order to liberate the Palestinian homeland from the murderous germ of the Israeli occupation.”

Day after murder of Israeli mother of 6, Abbas: “We are against spilling of blood… our resistance will remain peaceful”

The day after 15-year-old Palestinian terrorist Morad Adais stabbed 38-year-old Israeli Dafna Meir to death in her home in the town of Otniel, south of Hebron, in front of her children, Abbas maintained that the Palestinian "resistance" is “peaceful,” thus denying the many shooting and stabbing attacks in which dozens of Israelis have been murdered and wounded.
Official PA TV live broadcast from the Armenian Theophany (anniversary of Jesus Christ's baptism) celebrations in Bethlehem, where PA Chairman Mahmoud Abbas gave a speech:
PA Chairman Mahmoud Abbas: “We are against spilling of blood, the blood of any human being. Their sex, race, or religion make no difference to us. A human being is a human being… We are all human beings, and therefore we make every effort to prevent the spilling of a drop of anyone's blood. Therefore we say to our brothers and people: We are in a state of despair, and we know that the doors are shut before us, and that the Israeli leadership is trying to shut all doors, but our resistance will remain peaceful, and we will never ask to do anything different. On the contrary, every day we have 3 or 4 Martyrs (Shahids), without any reason or justification.”

Morad Adais – 15-year-old Palestinian terrorist who stabbed 38-year-old Israeli Dafna Meir to death in front of her children in her home in Otniel, south of Hebron, on Jan. 17. 2016. Adais was apprehended and arrested after two days by Israeli security forces.

Q: "The Palestinian leadership has adopted the peaceful uprising as its way of confronting the occupation. Is it enough in light of the increasing Israeli violence?"
A: "We adhere to non-violent resistance. However, if they use violence against us and attack our peaceful homes, we have the right to defend ourselves and fight. I will mention that there is an American law in the state of Texas that gives every American or every resident of that state the right to shoot to death any armed person that he sees on his land or close to his house, as it is possible that he is coming to kill him with this weapon. In other words, I will kill him before he kills me. The Israelis say in their Hebrew media that the Palestinian has the right to implement the law practiced in Texas, and if the Hebrew media allows this right, how can we not take advantage of it? This is particularly the case because the occupation murders with no reason or excuse, and with no legal justification..."

Fatah: “The people of sacrifice do not mind paying the price as long as its goal is freedom and independence”

     “Fatah’s Ramallah branch held its weekly meeting yesterday [Jan. 11, 2016] evening, and discussed several topics related to the Palestinian cause, political developments, developments in the field, and the internal organizational situation. [Participants] in the meeting emphasized that it is important to retain the level of alertness, and that the popular intifada against the occupation and its settlers must be escalated and spread everywhere. [Participants] in the meeting emphasized that the [Fatah] movement and its Tanzim (Fatah terror faction –Ed.) will remain the spearhead of the resistance to the occupation out of loyalty to the sweeping flood of Martyrs and the commitment they took upon themselves: to defend the land, the honor, and the holy sites. [They added that] the struggle’s arena is not limited to a specific location or time as long as the occupation continues to hang over our land and its settlers continue to damage our property… The movement stated that [Israeli Prime Minister Benjamin] Netanyahu and his Nazi government’s gamble on the collapse of the Palestinian Authority (PA) and the thwarting of the intifada from the inside is a failed gamble, and noted that the people of sacrifice do not mind paying the price as long as its goal is freedom and independence.”

Fatah youth movement calls on Palestinians to support and escalate the intifada, demands PLO rescind recognition of Israel

Text: "The Fatah [youth movement] Shabiba leadership in Palestine made an announcement on the 51st anniversary of the outbreak of the modern Palestinian revolution led by the Fatah movement… Fatah Shabiba emphasized that the Jerusalem Intifada is growing stronger, and proudly saluted the homeland's young, who are carrying out intifada against the occupation. It called on all sectors of the people to participate in it, in order to support it, aid it, and turn it into the intifada of liberation and redemption from the occupation. Likewise, it expressed appreciation of the efforts of Fatah Shabiba's members, and of all our people's young in the universities, high schools, and everywhere, who are actualizing their right to resist and refuse the occupation. In addition, Fatah's Shabiba demanded of the PLO, the legal and sole representative of the Palestinian people in the homeland and the Diaspora, to immediately rescind its recognition of the occupation state. It emphasized that the time has come to make this decision, to act vigorously against the usurping occupier, to increase the readiness for resistance, to coordinate all of the popular and international efforts, to boycott [Israel] politically and economically, and to submit claims against its [Israel’s] criminal leaders to the International Criminal Court."

     “Crowds in Qalqilya marked the 51st anniversary of the outbreak of the Palestinian revolution with a mass procession and carnival, in which all sectors participated. Fatah Central Committee member Dr. Jamal Muhaisen and Qalqilya district Governor Rafe' Rawajbeh participated in the commemoration of the anniversary... Dr. Muhaisen saluted the Qalqilya district crowds who came out in their entirety to participate in the celebration of the 51st Launch, and emphasized the absolute support of the Fatah movement for our Palestinian people’s uprising, and its right to use every means of resistance. Likewise, he called to broaden the scope of participation, so that the uprising will be an introduction to all-out intifada that willfulfill our people’s dream of freedom and independence... The district governor [Rawajbeh] expressed appreciation of the efforts of the Qalqilya district institutes and activists, who gathered today [Jan. 1, 2016] in order to express their adherence to the basic Palestinian principles, and their rallying around its historic leadership, represented by [PA] President Mahmoud Abbas. Likewise, he called to continue the path of peaceful uprising in order to fulfill the goal of the Palestinian people and obtain freedom and independence, demanded adherence to national unity, and to thwart the occupation’s plots to crack the unity of the Palestinian people.”

Headline: “Tirawi: Fatah continues to invent new methods to restore our people’s rights”
     “Fatah Central Committee member [and former head of the PA General Intelligence] Tawfiq Tirawi, said that Fatah has used all methods of struggle to restore our people’s rights. In an interview with Radio Mawtini, Tirawi stated yesterday [Dec. 30, 2015]: ‘The Fatah movement has set out to put the Palestinian people back on the political map through a variety of means.’
Tirawi added that ‘the Fatah movement has succeeded, thanks to its flexibility, in finding the appropriate method of struggle for each stage.’ He clarified that the movement turned to armed struggle at the appropriate time, and when conditions enabled it, and that it also took the path of popular uprising, in addition to political and diplomatic struggle, and appealing to UN institutions. He also said that the popular uprising is one of the methods of the struggle to restore Palestinian rights.”

Member of Fatah Central Committee, Abbas Zaki:
“This is a year of challenge. We must challenge [the occupation] without fear... or by the sacrifices being made now by our young people, with rocks and knives, through which Palestinians have once again imposed a new parameter in the equation of the struggle… We are now witnessing a phenomenon called peaceful popular resistance. How? These young people, youth, believed in Allah and Allah loved them and took them to Him, but their funerals are greater than those of the leaders and the sympathy for them is great.”

Fatah spokesman: Terror attack in Jerusalem is “natural response” to Israeli “crimes against the Palestinian people and the Islamic and Christian holy sites”

Headline: “Alayan: The operation in Jerusalem is a natural response to the occupation’s acts”
      “[Official] Fatah Spokesman in occupied Jerusalem Raafat Alayan stated that the Jerusalem operation (i.e., terror attack) carried out by the Martyrs (Shahids) Anan Abu Habseh and Issa Assaf from the Qalandiya refugee camp is part of the natural response to the Israeli occupation’s crimes against the Palestinian people and the Islamic and Christian holy sites. Alayan noted that the Palestinian people cannot sit idly by in the face of the occupation’s crimes, and that it has the right to defend itself and its holy sites, in light of the international and Arab inability to pressure the occupation and end its aggression against the Palestinian people. He added that resistance is a legitimate right, guaranteed by all international conventions. Alayan eulogized the two Martyrs from Qalandiya, Assaf and Abu Habseh, who died as Martyrs after they carried out the stabbing operation in occupied Jerusalem. He called on the international community to provide international protection to the Palestinian people.”

Issa Yassin Assaf and Anan Abu Habseh – 21-year-old and 20-year-old Palestinian terrorists who carried out a stabbing attack at the Jaffa Gate in the Old City of Jerusalem on Dec. 23, 2015. One Israeli was killed and another was wounded in the attack. Israeli police shot and killed the two terrorists and accidentally shot and killed an Israeli who was trying to stop the terrorists.
