Mahmoud Al-Habbash was appointed Minister of Religious Affairs by PA Chairman Mahmoud Abbas in June 2009. He served in that position until June 2014, when the Fatah-Hamas unity government was formed. He was then appointed Supreme
Shari’ah Judge and Mahmoud Abbas’ Advisor on Religious and Islamic Affairs and Chairman of the Supreme Council for Shari'ah Justice.

In a press conference broadcast on Al-Aqsa TV, Al-Habbash explained that when he served as Minister of Religious Affairs, he was responsible for “all activity within the mosques” including the sermons, which require prior approval by his ministry:

“It should be noted that the Ministry of Religious Affairs held the press briefing in the conference hall at the Ministry of Information to talk about the steps taken by the PA in order to regulate the activity of the mosques…
Al-Habbash [PA Minister of Religious Affairs] emphasized that the mosques and everything related to them belong to the Ministry of Religious Affairs, from the employees – the imam, the speaker, the Quran teacher, the librarian, the caretakers and custodians –via the mosque and its adjacent structures… to regulation of the activity and the functioning, in accordance with Shari’ah and civil law…
He emphasized that the Ministry is responsible for all activity within the mosques – the functioning, the centers for Quran study, the calls to prayer, and the sermons – and that the Ministry would not take lightly or be negligent in the fulfillment of its obligation. He noted that the religious lessons, Quran study and other activities going on in the mosques require prior approval by the Ministry.” [Al-Ayyam, Aug. 16, 2010]

In his capacity as minister, Al-Habbash delivered the Friday sermons transmitted on official PA TV, using them to convey different messages to the people. The sermons, many which of are documented on PMW’s website, are a reflection of the messages that the Ministry of Religious Affairs choose to disseminate to the Palestinian people.

A recurring message propagated in Al-Habbash's sermons is that Palestinians are in a Ribat, an eternal religious conflict with Israel. In many of his sermons, Al-Habbash emphasizes the importance of Ribat as a religious duty incumbent upon all Muslim Palestinians, as expressed in the following example:

"Allah has preordained for us the Ribat (religious war) on this blessed land. We are committed to it by Allah’s command. Let no one be mistaken or under the illusion that Ribat (religious war) is a choice and nothing more. It is a commandment that necessitates hardship and requires the person to rush to fulfill this command. If Allah has chosen you for Ribat on the land of Ribat, you, the choicest of God’s servants, then this is an honor. The enemy is patient, it is waiting for the nation to collapse. The struggle over this land is not merely a struggle over a piece of land here or there. Not at all. The struggle has the symbolism of holiness, or blessing. It is a struggle between those whom Allah has chosen for Ribat and those who are trying to mutilate the land of Ribat." [Official PA TV, Feb. 12, 2010]

And this will not happen as long as we are alive… Because whoever thinks that they can forsake one millimeter of the blessed Al-Aqsa Mosque is also liable to forsake the noble Kaaba [in Mecca] or the Quran… Let them search elsewhere for the realization of their fairy tales. But here, this mosque is ours and it will remain ours as long as the world exists… Al-Aqsa is not up for bargaining, and every inch of the Al-Aqsa Mosque, including the Gate of Mercy and the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount) and the Al-Buraq Plaza – all of it is an Islamic waqf (i.e., inalienable religious endowment in Islamic law), the nation's waqf.”

Supreme Shari’ah Judge, PA Abbas’ advisor on Religious and Islamic Affairs, Mahmoud Al-Habbash: "The beating here is an educational beating, and not violent beating. … There is merciful beating… As long as Allah permitted a certain type of beating, it is for the good. It is good for society and good for the woman and the man. However, regarding the question of why Islam permitted a man to hit and not a woman: Look, the woman is more sensitive, and this is a kind of preference for her by the way… Every man who beats his wife, his sister, or his daughter for no reason, he is committing a forbidden act… [If] he beats her only because he is angry at her, this is forbidden…The one and only situation, which is very limited and very rare, in which a man is permitted to beat in a way that doesn’t harm, doesn’t injure, avoids the face, and doesn’t cause strong pain – is the situation of disobedience. Only a situation of the woman’s disobedience. The disobedient woman, the woman who is out of line, the woman who destroys the bonds of marriage, and the bonds of home and family. Aside from this, any type of beating, injuring, and cursing of the woman constitutes a forbidden act. The man must know that the woman is not his handmaid and not his servant. She is his partner."

"Considering the true and normal difference between men and women – physically and mentally, in bodily and mental aspects… In some situations, a woman's testimony is insufficient, because in this situation a woman's mental nature cannot basically provide testimony… When a murder takes place… and suddenly one man stabs another man with a knife. You – in light of your nature as a man…will hurry to save the one who is stabbed, or to intervene, and you will not cover your face with your hands in order to protect your eyes from this gruesome sight. However, when a woman sees such a situation, what does she do? She covers her face, as her mental nature cannot bear this… In some situations a woman's testimony is insufficient as she is incapable – due to her wonderful and delicate nature – she is incapable of ascertaining and confirming the crime about which she is testifying…Of course this does not imply a flaw in either men or women."

Al-Habbash said that the [Palestinian] cause, and particularly the cause of Jerusalem and the holy sites, will be on the agenda of the conference, at which the ways to protect world peace against collapse and bodies that threaten world peace – prime among them the occupation – will be discussed…
He added that today the world is required to protect the values of freedom, justice, and peace between peoples, and to stand against the force of tyranny and injustice – the occupation, which has continued for over 70 years without the occupation state receiving any kind of punishment from the international community…
Al-Habbash noted that the occupation state represents the height of ISIS-ness, because it burns people as happened to child Martyr (Shahid) Muhammad Abu Khdeir from Jerusalem and the Dawabshe family (see notes below –Ed.), destroys homes over the heads of those sitting in them, and expropriates lands and property. He added that the international community should not limit its campaign so that it will be against a particular type of ISIS members, while it lets other ISIS members (i.e., Israelis/Jews) sow destruction and set the State of Palestine on fire.”

Abbas Advisor on Religious Affairs: “Either the Palestinians will restore their right, their land, their dignity, and their Jerusalem to themselves, or there will be no stability or security for anyone – neither here nor anywhere in the world."

Supreme Shari’ah Judge, PA Chairman Mahmoud Abbas’ advisor on Religious and Islamic Affairs, and Chairman of the Supreme Council for Shari'ah Justice Mahmoud Al-Habbash: "The world, and even the occupation – if they offer us something that includes our rights we will respond to this. However, [if it is] at the expense of our rights – then as Prophet [Muhammad] said: 'No – I will fight them… until my head falls on my chest,’ in other words until I die. And we say this in the wake of the Prophet. We will continue to act and will respond to all of the attempts to harm our cause. And I think that in the next few days, in the near future, we will see responses from the PLO Central Council that will provide an answer to every topic: 'Either [this], or [that]! Either Palestine, or there will be no stability, security, peace, and calm for anyone! Either the Palestinians will restore their right, their land, their dignity, and their Jerusalem to themselves, or there will be no stability or security for anyone – neither here nor anywhere in the world."

Supreme Shari’ah Judge, PA Chairman Mahmoud Abbas’ advisor on Religious and Islamic Affairs, and Chairman of the Supreme Council for Shari'ah Justice Mahmoud Al-Habbash: “Today, here, we remember 6,000 years of Palestinianness of this land. Six thousand years since the Arab Canaanites built the city of Jerusalem (sic., the Canaanites were not Arabs), even before our forefather Abraham reached this land. We were here not only before the settlements, we were here before Israel, and we were even here before the Jewish religion, before Judaism, before Christianity, and before Islam. The Palestinians were here and will remain here, and the foreigners will leave… The… call is to the Israeli people – do you want peace? Peace will begin with you leaving here. Peace will begin with the removal of Israel from the occupied Palestinian land and with the transfer of all of the land of occupied Palestine, and primarily Jerusalem with all of its details and contours - the Al-Aqsa Mosque, the Church of the Holy Sepulchre, and the Al-Buraq Wall (i.e., the Western Wall of the Temple Mount) - which will be transferred to the independent Palestinian state, as it is responsible for protecting the holy sites.”

     "[Israeli] Minister of Agriculture and Rural Development in the occupation government Uri Ariel yesterday morning [July 8, 2018] invaded the blessed Al-Aqsa Mosque (i.e., the Temple Mount) at the head of a group of settlers, from the direction of the Dung Gate [of Jerusalem’s Old City].
Together with the settlers, the Israeli minister held provocative tours at the Al-Aqsa Mosque in traditional Talmudic (i.e., Jewish) garb… Official [PA] Government Spokesman Yusuf Al-Mahmoud said that the Israeli minister of agriculture's invasion of the blessed Al-Aqsa Mosque, the holiest site to the Arabs and Muslims, and his racist and occupation statements, go too far, create tension in our land, the region, and the world, and destroy all hope for peace... Al-Mahmoud added that the statements by Ariel – who from within the Al-Aqsa Mosque (sic., Jews who visit the Temple Mount do not enter the mosque itself) made an occupation c all with destructive Orientalist-colonialist roots to establish the alleged Temple in place of the Al-Aqsa Mosque… [PA] Minister of Religious Affairs Sheikh Yusuf Ida'is also condemned the Israeli minister of agriculture and Israeli Parliament Member [Sharren Haskel’s] invasion of the Al-Aqsa Mosque.  Ida'is said that the renewal of these invasions is a dangerous escalation and an offense to the sensibilities of millions of Muslims, not only in Palestine but throughout the world… Supreme Shari’ah Judge and [PA] President [Mahmoud Abbas’] advisor on Religious and Islamic Affairs Mahmoud Al-Habbash also condemned the recurring invasions of the Al-Aqsa Mosque by extremist Jews, which are being led by the so-called 'Israeli minister of agriculture,' Uri Ariel...."
