      "The [PA] Ministry of Culture and Education Commission in the Tulkarem district held a culture and song event at the Ibrahim Al-Khawaja School, on the 98th anniversary of the ominous Balfour Declaration. During the event, historian Nu'man Shahrour spoke… Historian Shahrour spoke in detail before the students about the Balfour Declaration that was made on Nov. 2, 1917, which was the basis for establishing Israel, and through it one who had no ownership [of Palestine] gave [it] to one who had no right."

The Balfour Declaration of Nov. 2, 1917 was a letter from British Foreign Secretary Arthur Balfour to Baron Rothschild stating that “His Majesty's government views with favour the establishment in Palestine of a national home for the Jewish people” and is seen as the basis for later international commitments to establish the State of Israel.
