Official PA daily refers to Israel as "the '48 territories"

“[PA] Deputy Prime Minister and Minister of the National Economy Dr. Muhammad Mustafa said yesterday [March 1, 2015] that the government is working to design a new economic strategy that will include the Palestinians of the West Bank, the Gaza Strip, the ’48 territories (i.e., Israel), and abroad.”
