“Secretary General of Fatah's Revolutionary Council Amin Maqbul said that Fatah’s present program to adopt resistance in all its forms is the same as the program of the Sixth Conference, and that it will also be adopted at the Seventh Conference… ‘The struggle for liberty and independence is legitimate in all its forms, such as popular or financial resistance, or a boycott of Israeli goods. Likewise, the movement has not abandoned the option of armed struggle, and a stage might come when the movement will have to return to armed struggle in the sense of resistance in all its forms.’”
