PA official encourages “intifada” and continued violence

In an interview with the [Hamas -run] Al-Quds satellite channel as part of the program Fulcrum, Abu Yusuf added that there are three central pillars. The first is the responsibility of the international community – the UN, the [UN] Security Council, and the International Criminal Court – and putting the occupation on trial for its crimes, ending the ongoing aggression, and implementing recent [UN Security Council] Resolution 2334; the second is the return of the national unity and the continuation of our people’s intifada; and the third is strengthening the resolve of our people and a comprehensive boycott of the occupation…
Abu Yusuf added that the ongoing crimes and assassinations , and particularly what happened in the Jenin refugee camp and what is happening in the refugee camps, cities, and villages of the West Bank and Jerusalem, necessitates comprehensive national unity and rising to the level of this challenge. [He said that] therefore, when we speak about all of the types of resistance that are anchored in international law, when we speak about the thwarting of the political process by the US due to its support of the occupation in committing its crimes and its bias in [Israel’s] favor, and when [US President Donald] Trump talks about transferring the embassy [to Jerusalem] and about settlement not being considered an obstacle in his eyes, all of this necessitates the unity of the Palestinian ranks…
Abu Yusuf noted that the responsibility lies with the factions, which constitute a source of guidance, particularly when we speak about the death of a large number of Martyrs (Shahids), which has reached 280 from the start of the Jerusalem Intifada (‎‎Palestinian euphemism for several months of Palestinian terror attacks against Israelis 2015 - 2016 -Ed.) up till now. This necessitates a serious examination of [how to best] accompany the intifada and the actions to adopt it, as well as of the development of the popular resistance (i.e., including violence), because there is an attempt to divert the issue to other issues, [such as] terror and immigration.”

UN Security Council Resolution 2334 was passed on Dec. 23, 2016, by a vote of 14-0 with one abstention.
The resolution condemned the establishment of Israeli "settlements in the Palestinian territory occupied since 1967, including East Jerusalem," saying it "has no legal validity and constitutes a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace." It demanded that Israel “immediately and completely cease all settlement activities” in the area. The resolution further said “it will not recognize any changes to the 4 June 1967 lines” other than changes made through negotiations, in reference to the 1949-1967 ceasefire line between Israel and the neighboring Arab countries following Israel's 1948 War of Independence.
The resolution called “upon all States… to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967.” It also called "to prevent all acts of violence against civilians, including acts of terror, as well as acts of provocation and destruction... and to clearly condemn all acts of terrorism," and noted the obligation of "the Palestinian Authority Security Forces to maintain effective operations aimed at confronting all those engaged in terror and dismantling terrorist capabilities."
The US abstained instead of vetoing the resolution, in a breach of longstanding US policy of not allowing the UN to force conditions on Israel in place of direct negotiations. This policy change came during US President Barack Obama’s final weeks in office.

The terms "all means," "peaceful uprising,” and “popular resistance" are ‎often used by PA leaders to refer to events that include violence and deadly terror ‎against Israeli civilians such as rock-throwing, stabbings and even shootings.
