Fatah responds to accusations of inciting violence: The “true incitement” is by Israel, which carries out “invasions of the Al-Aqsa Mosque” and attempts to “Judaize” the Cave of Patriarchs in Hebron

"The Fatah Movement rejected the Israeli accusations against the Palestinian leadership, the movement, and the Palestinians in general, according to which they are inciting to violence. The movement emphasized that the true incitement is inherent in the continuation of the occupation, settlement, ongoing invasions of the Al-Aqsa Mosque and its plazas, and attempts to divide and Judaize the purely Islamic Ibrahimi Mosque (i.e., Cave of the Patriarchs) in Hebron.
[Fatah] Movement Spokesman Osama Al-Qawasmi said in a press statement today, Monday [July 10, 2017]… that everyone must understand 'that the Palestinian people is the victim of the Israeli occupation, and not as Israel tries to portray [the situation].’"

The PA and its leaders consider all of the Temple Mount an integral part of the Al-Aqsa Mosque. Therefore they view any presence of Jews on the mount as an "invasion." It should be noted that Jews who visit the Temple Mount only enter some sections of the open areas, and do not enter the Al-Aqsa Mosque or the Dome of the Rock.
