PA Justice Minister in presence of Sudanese dictator: Israel is carrying out "torture, deprivation, and medical neglect" against Palestinian prisoners; trying to prevent the PA from paying prisoners and Martyrs’ families
"The Council of Arab Ministers of Justice concluded its 34th session yesterday [Nov. 23, 2018], which was held in Khartoum, the capital of Sudan, in the presence of His Honor Sudanese President Omar Hassan Al-Bashir (see note below –Ed.)… [PA] Minister of Justice Ali Abu Diyak participated in the 34th session of the Council of Arab Ministers of Justice, in the presence of Ambassador of the State of Palestine in Sudan Dr. Samir Oudeh… Abu Diyak said that the series of racist legislations against our brave prisoners is continuing, as the occupation is exaggerating in the methods of torture, deprivation, and medical neglect of the prisoners, and has turned to using its racist means of legislation in an attempt to break the willpower of our people and its prisoners that are resolute behind the walls of the Israeli prisons. He noted that the Israeli occupation has published a law to put children under 14 on trial (refers to law to detain terrorists under age 14 until they are old enough to be imprisoned –Ed.) and a law to steal the Palestinian tax money (refers to law to deduct terror salaries from PA tax money; see note below –Ed.) in a desperate attempt to blackmail us and prevent us from paying the allowances (mukhassasat) of the families of the Martyrs (Shahids) and the prisoners."
Omar Al-Bashir - Sudanese President who is wanted by the International Criminal Court (ICC) on charges of crimes against humanity, war crimes, and genocide. Al-Bashir oversaw the fighting against several armed groups from 2003 to 2008 in Darfur, in which he is accused of targeting members of the Fur, Masalit, and Zaghawa ethnic groups in a conflict that left roughly 300,000 killed and around three million displaced according to UN estimates. The ICC issued two warrants against him on March 4, 2009, and July 12, 2010, but he has remained at large and in control of Sudan. The ICC charged Al-Bashir with five counts of crimes against humanity – murder, extermination, forcible transfer, torture, and rape; two counts of war crimes – intentionally attacking civilians, pillaging; and three counts of genocide – killing members of targeted ethnic groups, causing them serious bodily or mental harm, and inflicting conditions on them to cause physical destruction. Law to deduct terrorist salaries from PA tax money - Israeli law stating that the PA payments to terrorists and the families of dead terrorists is a financial incentive to terror. The law instructs the state to deduct and freeze the amount of money the PA pays in salaries to imprisoned terrorists and families of "Martyrs" from the tax money Israel collects for the PA. Should the PA stop these payments for a full year, the Israeli government would have the option of giving all or part of the frozen money to the PA. The law was enacted on July 2, 2018.
