The council warned of the regional consequences of an escalation in the rate of the invasions of the blessed Al-Aqsa Mosque, which constitutes a red line for Muslims throughout the world. Likewise, it clarified that the occupation authorities have escalated the rate of their invasions of the blessed Al-Aqsa Mosque for what are called the Jewish holidays, and that these invasions reveal their aggressive intentions towards it and verify the falseness of their claim to commit to retaining the historic status quo that exists there… The council urged everyone who can come to the Al-Aqsa Mosque to invest the maximum efforts to reach it and strengthen the presence there so as to defend it, and emphasized that our people will adhere to their mosque, regardless of the price and sacrifices that will be required, until Allah inherits the land and everything in it.”

The PA and its leaders consider all of the Temple Mount an integral part of the Al-Aqsa Mosque. Therefore they view any presence of Jews on the mount as an "invasion." It should be noted that Jews who visit the Temple Mount only enter some sections of the open areas, and do not enter the Al-Aqsa Mosque or the Dome of the Rock.
