Op-ed in PA daily blames Israel for violence among Israeli Arabs in “the ’48 territories”

Headline: "The round of violence in the '48 [territories]"
     "The cities, towns, and villages in the Galilee, Triangle (i.e., a concentration of Israeli-Arab towns and villages in northern Israel), and Negev, and on the coast in the ’48 [territories] (i.e., Israel) are witness to a round of acts of violence that is escalating…
The latest incident occurred two days ago [June 2, 2017] in Nazareth, where one victim was killed and six people were injured as a result of an argument between two families. Such a case can be dealt with, despite the large number of victims. However, the identity of those committing the other crimes in the rest of the towns and villages is still unknown, and the background of the crimes is uncertain – even though the reasonable assessment is that the perpetrator was from among the Palestinian people. Nonetheless, the identification of the perpetrator is not sufficient to solve these crimes, as hidden hands from the Israeli security establishment are behind them…
The matter does not end with the Israeli police and its negligence in pursuing the criminals…
There are additional parties, for which the Israeli security and political establishment is responsible in order to realize aspirations and goals that are not hidden from the eyes of the members of the [Palestinian] people in the Interior (i.e., Palestinian term for Israel), and primarily:

a. To undermine the unity of the people and deepen the separation and strife within the Palestinian cities, towns, and villages.
b. To spread anarchy and a lack of personal and societal security.
c. To strengthen the culture of blood revenge and taking the law into [one’s own] hands, in light of the lack of protection of public law.
d. [To cause Arab citizens] to deny the unifying Arab national institutions, such as the [High] Follow-Up Committee [for Arab Citizens of Israel] (i.e., an extra-parliamentary umbrella organization that represents Arab citizens of Israel), the national councils, the Joint [Arab] List (i.e., Israeli Arab political party), the parties, and the Arab forces in the Palestinian circles.
e. To cause [Arab] citizens to emigrate abroad, and this is the heart of the matter.
f. If what is noted above does not succeed, the [Arab] citizens will request protection from one of the Zionist parties or from the Israeli security institutions."
