"Director of [PLO] Commission of Prisoners and Released Prisoners’ Affairs Issa Karake said that Israel and its right-wing government are striving to eradicate the prisoners' movement and its national, humanitarian, and legal standing, and to make the prisoners nothing more than numbers and security cases that do not enjoy the rights determined for them in humanitarian and international resolutions and conventions…

Karake continued: 'Israel does not recognize the application of the Geneva Conventions to the prisoners and their legal description as national freedom movement prisoners, applies racist and military laws to them, and is managing an international propaganda campaign of incitement against the prisoners in order to isolate them and keep any assistance or support away from them. Therefore, it is necessary to hurry to provide legal protection to the prisoners and to force it (i.e., Israel) to recognize them as freedom prisoners and legitimate fighters.'"
