"[PA] Minister of Labor Dr. Ma'moun Abu Shahla said… in a speech that he gave during a national dialogue meeting held by the Palestinian Center for Policy Research and Strategic Studies - Masarat… that the Palestinian people has a legal right to resistance in all of its forms, both armed and popular, as we are still in a state of conflict with the Israeli side and have not reached the stage of the end of the occupation and the signing of peace agreements that will place our people's interests in a legal and proper framework, according to him.
Abu Shahla briefly presented his opinion regarding the subject of security and the weapons of the resistance by saying: 'In Gaza we have deterrent defensive resistance that must be maintained until the establishment of a recognized state, and all that we need now is to regularize the weapons of the resistance.'
Abu Shahla suggested that the resistance forces, the [Izz A-Din] Al-Qassam [Brigades] (i.e., Hamas’ military wing), the Al-Aqsa Martyrs' [Brigades] (i.e., Fatah’s military wing), the Al-Quds Brigades (i.e., Islamic Jihad's military wing), and the Abu Ali Mustafa Brigades (i.e., Popular Front for the Liberation of Palestine’s military wing) be organized into unified military units and obey a general commander, who will be aided by a joint general special staff that will be appointed by the political leadership."
