"Hatem Abd Al-Qader, who holds the Jerusalem portfolio in the Fatah Movement…

said that the political process has reached an impasse and that Israel is not a partner, has not changed its traditional view of the Palestinians as a security issue, and continues to steal and impose facts on the ground. He emphasized the urgent need to restore national unity, and said: 'We must in effect pose a security problem for Israel.'

He added: 'When we officially announce having reached an impasse, we are left with the option of intifada. However, this requires a leadership that believes in the ability of the Palestinian people to resist the occupation. I do not rule out the possibility of a third intifada breaking out in the near future, as a result of the political restraint.’

He explained that the Fatah Revolutionary Council will convene next month [December 2009] to make critical decisions, and added that ‘It is impossible to gamble with the intifada option while the [Palestinian] National Authority still exists. The second Intifada (i.e., PA terror campaign 2000-2005) failed because of the existence of the Authority as it was chained and limited, and we must learn the lessons.’"
