- Under Israel's 2016 Counter Terrorism Law: "One who heads a terror organization or manages it or takes part in directing the terror organization in general, directly or indirectly, his sentence - 25 years imprisonment"
The PLO has announced 30 top positions for PLO leaders. In addition to leading the PLO, Mahmoud Abbas is cited as "the one responsible for the Palestinian National Fund":
"1. Chairman Mahmoud Abbas - head of the PLO Executive Committee and the one responsible for the [Palestinian] National Fund"

On March 16, 2017, Israeli Minister of Defense Avigdor Liberman declared the Palestinian National Fund a terrorist organization, due to the fund's "massive support for elements responsible for committing severe acts of terrorism against Israel," and because the fund serves "as a significant financial pipeline for tens of millions of shekels that are transferred on a monthly basis to security prisoners held in Israel for committing acts of terrorism and to members of their families."
What is the significance of Mahmoud Abbas now being "responsible" for a terror organization?
According to Israel's "Counter Terrorism Law 2016-5776":
"Heading a terrorist Organization
20. One who heads a terror organization or manages it or takes part in directing the terror organization in general, directly or indirectly, his sentence - 25 years imprisonment;"
Abbas' being "responsible" for the terror organization PNF means he is in violation of Israel's Counter Terrorism Law, and could be jailed for 25 years.
The following is the full announcement of top positions in the PLO:
"PLO Executive Committee Secretary, [Fatah Central Committee member, and PLO Chief Negotiator] Dr. Saeb Erekat yesterday [Aug. 1, 2018] announced that [PLO] Chairman Mahmoud Abbas has approved the distribution of roles and departments among the [PLO] Executive Committee members in the following manner:
1. Chairman Mahmoud Abbas - head of the PLO Executive Committee and the one responsible for the [Palestinian] National Fund
2. Dr. Saeb Erekat - Executive Committee secretary and head of the PLO Department of Negotiations
3. Dr. Hanan Ashrawi - head of the Department of Diplomacy and Public Policy
4. Tayseer Khaled - Executive Committee member
5. Dr. Ahmed Majdalani - head of the Department of Labor and Planning
6. Saleh Rafat - head of the Military and Security Department
7. Wasel Abu Yusuf - head of the Department of Popular Organizations
8. Azzam Al-Ahmad - head of the Department of Arab and Parliamentary Affairs
9. Dr. Ziad Abu Amr - head of the Department of International Relations
10. Bassam Al-Salehi - head of the Department of Social Affairs
11. Adnan Al-Husseini - head of the Department of Jerusalem Affairs
12. Dr. Ahmad Abu Houli - head of the Department of Refugee Affairs
13. Dr. Ali Abu Zuhri - head of the Department of Education and Teaching
14. Dr. Faisal Aranki - head of the Department of Human Resources Development
15. Ahmed Bayyoud Tamimi - head of the Department of Human Rights and Civil Society
16. The PLO Department of Expatriates' Affairs is directly subordinate to the chairman of the PLO Executive Committee
17. The Executive Committee secretariat will monitor the files of the Martyrs (Shahids), prisoners, and wounded with the relevant parties
Chairman Abbas has also published a decision on the appointment of Dr. Nabil Shaath to the management of the Department of Expatriates' Affairs and the supervision of its work on a temporary basis... In addition, the Executive Committee has decided to assemble a committee that will supervise the work of the PLO departments and institutions... in the following manner:
1. Tayseer Khaled - chairman
2. Dr. Ahmed Majdalani
3. Azzam Al-Ahmad
4. Bassam Al-Salehi
5. Ahmad Abu Houli
6. Dr. Faisal Aranki
7. Dr. Ramzi Khouri
The Executive Committee has assembled a supreme committee for monitoring everything concerning protecting the authority and work of UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East), and providing financial support for it to enable it to bear its responsibility. The committee has been assembled in the following manner:
1. Dr. Ahmad Abu Houli - chairman
2. Dr. Ahmed Majdalani
3. Azzam Al-Ahmad
4. Dr. Ziad Abu Amr
5. Dr. Faisal Aranki
