PA Prime Minister signs MOU with UK gov supporting Palestinian security

Headline: “Shtayyeh signs a memorandum of understanding to support the field of security with the British consul”

“[PA] Prime Minister and Minister of Interior Muhammad Shtayyeh signed a memorandum of understanding to support the security sector together with British Consul Philip Hall today (Monday) [July 22, 2019], in his office in Ramallah.
The agreement between the [PA] Ministry of Interior and the government of the United Kingdom (UK), represented by the Department for International Development (DFID), comes to execute the Capability, Accountability, Sustainability, and Inclusivity Programme in the field of security (see note below –Ed.).
Prime Minister [Shtayyeh] said: ‘We are grateful for everything that the UK government is providing to support Palestine, especially in the fields of infrastructure, economics, and security.’

The British consul said: ‘This memorandum of understanding is support for the Palestinian Authority and the Ministry of Interior, and especially in the field of security. It comes as part of our commitment to support the two-state solution and the establishment of a Palestinian state, and in order to support the Capability, Accountability, Sustainability, and Inclusivity Programme in the field of security.’”

The Palestinian Security Sector Capability Accountability Sustainability and Inclusivity Programme in the Occupied Palestinian Territories -– a British program whose stated goal is to “support the development of capable, accountable and self-sustaining security sector through improving oversight and accountability of the [PA] Ministry of Interior to govern the security forces with less external support. The intervention will deliver improved financial and human resources management, a more effective security sector complaints handling system, and increased external scrutiny of PASF [PA Security Forces] performance.”
