Dalal Mughrabi Cup was co-organized by a Palestinian NGO, the Al-Razi Cultural and Social Association. This NGO is a member of the Networks program under the Anna Lindh Foundation (ALF), which aims at promoting "intercultural dialogue across the Euro-Mediterranean region," and "build trust and improve mutual understanding." ALF is "an inter-governmental institution" established under EUROMED, an organization consisting of the 28 EU member states and 15 Southern Mediterranean, African and Middle Eastern countries.
