The meeting of the [PLO] Central Council… is meant to emphasize the Palestinian positions… [in a manner] consistent with the realization of the principal [right] in September, when the Palestinian issue will be presented before the UN General Council, with the purpose of declaring a Palestinian state on the territories occupied in 1967 and with East Jerusalem as its capital, and the acceptance of this new state as an active member in the international organization.”
