Fatah Central Committee member Abbas Zaki: “We are partners of the position of Russia today, and of the Soviet Union in the past, against the monopoly and occupation led by the American administration and imperialism, which are only interested in profit, regardless of how many victims there will be in any country…

My brothers, our Palestinian people is a people that does not kneel and does not bow. Allah chose it to be strong, since for 73 years we have been under this occupation that is settling [settlers], expelling [Palestinians], and expanding. They said that the adults would die and the young would forget, but the adults became teachers and the young are breaking the checkpoint of fear with machine guns and rocks against this Israeli enemy. They said that this is a land without a people for a people without a land, but today you will find that we are more numerous than them. Soon, Allah willing, in another 10 years, we will triumph through the demographic bomb even if we will be alone, and all the more so when Russia, China, and the forces of good and progress in the world are standing by our side.We are dealing with a state that may be called Israel, but it is a rogue state that transgresses the rules of international law, and what is more – it is a gang…

This arrogant enemy is currently being led by [Israeli Prime Minister] Naftali Bennett. Naftali Bennett is the [former] director-general of the settlement enterprise association Yesha [Council] (i.e., an umbrella organization of Israeli municipal councils in the West Bank), and he is more right-wing than [former Israeli Prime Minister Benjamin] Netanyahu. He is aided by [Israeli Deputy Prime Minister and Minister of Justice] Gideon Sa’ar, who left the Likud [party] because he is in favor of slaughtering Arabs, as is [Israeli Minister of Finance Avigdor] Liberman (sic., neither has spoken in favor of “slaughtering Arabs”). The three of them are striving to annex Area C (i.e., land under full Israeli administration according to the Oslo Accords)…

We are happy that the world is standing by our side. These days, despite the Zionism of [US President Joe] Biden and [US Secretary of State Antony] Blinken who said that it is Israel’s right to defend itself, I hear that they have said the Palestinians have the right to live in dignity. We and Russia are partners in the hostility that the American administration is demonstrating against us. Russia is a world power, and despite this the US in its insolence is imposing a blockade on it – so imagine how they are liable to behave against us…

We are completely certain that [Russian] President [Vladimir] Putin has become a factor that cannot be ignored in the equations of the world leaders, just like [Chinese] President Xi Jinping. We place great hopes in these two states because they are Heaven’s gift to earth, to all of humanity, which is suffering from monopoly, hegemony, and occupation…

Our lauded people acted comprehensively the other day – both those who rose up (the verb “rose up” has the same root as “intifada” -Ed.) to defend the Al-Aqsa Mosque and the Church of the Holy Sepulchre, and to prevent the ethnic cleansing in the Sheikh Jarrah [neighborhood of Jerusalem] and in Batn Al-Hawa and Al-Bustan in the Silwan [neighborhood of Jerusalem], and also the rocket barrages from the Gaza Strip (refers to violent Arab riots and Hamas rocket barrages; see note below -Ed.). All the forms of struggle complement each other according to UN Resolution 3236, which says that the Palestinian people may use all forms of struggle, including armed struggle (sic., see note below). This victory must not come to nothing…

My brother [Russian Ambassador to the PA] Gocha [Levanovich Buachidze], you must help us so we will be rid of this tyrannical enemy with minimal damage, because [the Israelis] are truly a destructive factor and not a factor of stability.”

Fatah/Hamas Riot and Rocket War 2021 – On April 30, 2021, facing certain electoral defeat, PA Chairman Mahmoud Abbas cancelled the first PA elections scheduled in 15 years. Hamas, which expected to win the elections, denounced it as a “coup.” In need of a conflict to divert public discontent, Abbas artificially generated a crisis over Jerusalem. His Fatah party called for "raising the level of confrontation,” and Abbas' spokesman told Palestinians "the battle of all battles is here.” Jerusalem Arabs responded by attacking Jews with rocks and Molotov cocktails. Hamas, Abbas' political rival, could not allow Abbas to lead the battle, so on May 10, 2021, Hamas launched rocket barrages targeting Israeli population centers including Jerusalem. Over the next 11 days, Hamas and Islamic Jihad fired over 4,300 rockets into southern and central Israel from the Gaza Strip, killing 9 Israelis and 3 foreign nationals, and wounding hundreds. In response, Israel launched Operation Guardian of the Walls to target Hamas terror leaders and terror infrastructure in the Gaza Strip. Already in mid-April, a planned eviction of some Palestinian families illegally living in Jewish-owned buildings in the Sheikh Jarrah neighborhood of Jerusalem had led to clashes between Palestinian residents and Israeli police. This dispute provided Palestinians with a pretext for violent rioting. Adding to the crisis, Israeli Arabs started rioting throughout Israel, especially in cities with a mixed Jewish and Arab population. Two Jews were murdered and many were wounded. According to Walla, an independent Israeli news site, 10 synagogues were wholly or partly burned down; fires were set in 112 Jewish homes and 1 Arab home mistaken for a Jewish home; 386 Jewish homes were plundered and 673 were damaged; 849 cars were set ablaze; and there were 5,018 rock-throwing attacks. In response, Jews started attacking Arabs and their properties as well, but on a much smaller scale. No mosques were burned; 13 Arab homes were damaged; 13 Arab-owned cars were burned; and there were 41 rock-throwing attacks by Jews. [Walla, May 16, 2021] The fighting between Israel and Hamas ended with a ceasefire on May 21, 2021.

UN Resolution 3236 - PA leaders and officials have legitimized Palestinian violence by quoting UN resolution 3236 which "recognizes the right of the Palestinian people to regain its rights by all means." The PA interprets "all means" as including violence against civilians, but has chosen to ignore the continuation of the resolution which states that the use of "all means" should be "in accordance with the purposes and principles of the Charter of the United Nations..." The UN Charter prohibits targeting civilians, even in war. Chapter 1, Article 1, opens by saying that "international disputes" should be resolved "by peaceful means."
