Fatah promises that they "do not prevent anyone from resisting Israel" including by use of violence and terror

“Fatah Central Committee member [and Commissioner of Mobilization and Organization in the West Bank] Jamal Muhaisen emphasized that the PA has not prevented anyone from responding to the Israeli occupation when it perpetrates crimes against our Palestinian people, and called on everyone to stop spouting populist slogans against the PA.

Muhaisen said in a special interview with [the independent Palestinian news agency] Donia Al-Watan: ‘There are different types of resistance to the occupation, particularly since the PA is actually only in Area A (i.e., regions of the West Bank designated by the Oslo Accords for full PA administration), and is not in Area B or Area C that are subject security-wise to the occupation. Therefore, no one can hold the PA [responsible] beyond this, or say that it prevented the resistance in the West Bank.’ He also explained that the PA does not demand an accounting over people's response to the occupation's crimes.

He added: 'The Palestinian leadership made a decision to calm down after Operation Defensive Shield(i.e., a large Israeli military operation in April 2002 in response to the many suicide bombings during PA terror campaign, the Al-Aqsa Intifada, 2000-2005. Israel put Arafat under siege and invaded six of the largest West Bank cities in an attempt to destroy the terror infrastructure. /Ed.) at the beginning of the Al-Aqsa Intifada, but the occupation did not adhere to it, and the Palestinian decision at the moment is to implement popular resistance (i.e., including violence). However, we did not prevent anyone from responding to the occupation when Israel perpetrates crimes against the Palestinian people.'

In response to the statements of Islamic Jihad Secretary-General Ramadan Shalah, Muhaisen answered: 'We say to Shalah: Your hands are not tied and you can respond to the occupation in the West Bank and in Gaza. Therefore, the time has come to stop spouting populist slogans and to act responsibly. Whoever wishes to resist, there are many types of resistance. Who prevented people from standing against the occupation’s invasions in order to arrest any civilian in Area A of the West Bank?'

He noted that if the PA leadership will feel that the popular resistance brings it gains in the international and internal arenas, it will implement it, and if it feels that a different way is successful, it will implement that. He also explained that the decision is not only Fatah's, but rather a sovereign Palestinian decision."

 

 

 

The terms “all means,” “all means of resistance,” “all forms,” are ‎used by PA leaders to include using all types of violence, including deadly terror ‎against Israeli civilians such as stabbings and shootings, as well as throwing rocks and Molotov Cocktails.

The terms "peaceful uprising/resistance,” and “popular uprising/resistance" are used by PA leaders at times to refer to peaceful protest and at times to refer to deadly terror attacks and terror waves. For example, ‎Mahmoud Abbas defined as “peaceful popular” the murderous terror during the 2015-2016 ‎terror wave (“The Knife Intifada”), in which 40 people were killed (36 Israelis, 1 Palestinian, 2 Americans and 1 Eritrean) and hundreds wounded in stabbings, shootings, and car ramming attacks.
