Hamas devises plan for a world without Israel after the "liberation of Palestine"

“2) The liberation of Palestine is a collective mission laid on the shoulders of the entire [Islamic] nation, and foremost among it the Palestinian people. We must prepare a plan to mobilize the nation’s resources and to distribute roles among [the nation’s] components, each one according to its capabilities. This is the mission of the Palestine Liberation Council.

3) The Palestine Liberation Council will be managed through a general secretariat, led by the leadership council, which with the liberation of Palestine will become an executive council managed by a temporary presidential council until parliamentary and presidential elections are held and a new government is established.

4) The liberation parties will publish a Palestinian [declaration of] independence document immediately after the liberation. This document will deal with the Palestinian principles and will emphasize the Palestinian national identity and its Arab, Islamic, region, and global depth. Preparation of the document will be supervised by a group of experts in the fields of politics, Shari’ah law, law, and communications, because this will be a historical document in the legal and human sense, and it is considered a continuation of Umar’s Assurance (refers to a document from the 638 Muslim conquest of Jerusalem, stipulating no Jews were to live in the city –Ed.) and of Saladin’s (i.e., Muslim leader) declaration during the liberation of the Al-Aqsa Mosque.

5) The Palestinian legal government after liberation will first be based on a temporary basic law for an interim period… as long as they do not contradict the principles included in the document declaring the State of Palestine, and do not contradict the laws that will be decided on and ratified by the legislative bodies in Palestine in the transition stage, or after the transition stage and until the unification of legislation in Palestine. This is because the fact that a state no longer exists does not mean that its legislation no longer exists. The laws are not nullified, and they are not amended except by passing other laws.

6) The liberation parties declare a series of transitional laws that were prepared in advance, beginning with the lands and properties law…

7) Preparing the wording of the Palestinian declaration on spreading Palestinian sovereignty over the 1948 territories (i.e., Israel), in which the position regarding the various agreements and contracts will be determined.

8) Publishing a declaration to the UN that Palestine is a state that replaces the location of the occupation state, and it enjoys all the rights of the occupation state – according to the laws of the 1978 Vienna Convention [on Diplomatic Relations] regarding the replacement of a state.”
