Terrorist stabber was subject of a “summary execution,” says Palestinian lawyer, referring to stabbing as “quality operation”

Official PA TV program Good Morning Jerusalem

Official PA TV host: “[Let us talk about] the holding of the body of Martyr Dr. Hazem Al-Joulani (i.e., terrorist, attempted to stab Israeli security officers), whom the occupation forces executed near the Al-Aqsa Mosque last Friday [Sept. 10, 2021]. The occupation forces executed him and are continuing to hold his body.”

Palestinian lawyer Madhat Deeba: “The occupation forces committed a summary execution on Friday of Dr. Hazem Al-Joulani. The occupation committed a number of crimes here: First, it committed a summary execution of a Palestinian doctor from Jerusalem. It prevented the provision of medical aid to him when there was an urgent need for it. And it abused him by stepping on his back and spilling his blood, and this is another crime that joins the first two war crimes. Therefore, in summarizing this event the occupation committed three war crimes that international law punishes…

The claims that the occupation- the law that the occupation markets to excuse every act of summary killing is that there was an urgent security need that caused the police officer to open fire directly on the young man or woman in order to prevent them from carrying out a quality operation (i.e., terror attack). This is an unacceptable argument, because the urgent need necessitates thwarting and neutralizing the one carrying it out, and not murdering them…[This should be done by] shooting at the lower body, and not the upper body. Shooting an unarmed person in the upper body means a deliberate execution with no intention to neutralize (sic., Al-Joulani was filmed by security cameras trying to stab Israeli security officers with a knife).”

Bodies of dead terrorists - In certain instances, Israel does not release the bodies of dead terrorists for burial by their families. There are three main reasons for this practice: First, the measure is seen as a deterrent since the fear of not receiving a proper burial as a “Martyr” or of leaving suffering parents behind may discourage potential terrorists. Second, since 2014 the Hamas terror organization has refused to release the bodies of 2 Israeli soldiers killed in Gaza, and it is also holding 2 Israeli civilians who strayed into Gaza in captivity - the bodies of the terrorists are thus held to facilitate negotiations for their return to Israel. Third, in some instances the bodies of terrorists are not released in order to prevent disturbances of the peace and incitement during the funerals.
