To:

Police Commissioner Roni Alsheich…

Subject: A request to open a criminal investigation of the event honoring the terrorist who murdered my father, Richard Lakin z’’l, which was organized and funded by the Nazareth municipality [and the] Inma'a Association for Democracy and Capacity Building

Hello,

On Oct. 13, 2015, terrorists Bilal Abu Ghanem and Baha Alyan, residents of East Jerusalem, got onto the 78 line [bus] in the Armon Hanatziv neighborhood [of Jerusalem] and began to shoot and stab the passengers indiscriminately. My father, Richard Lakin, a 76-year-old retiree, was shot in his head and stabbed in his face and stomach a great number of times. Most of his internal organs were damaged. For two weeks until his death, father lay unconscious in the intensive care unit at the Hadassah Ein Kerem Hospital. Two other Israelis, Chaim Haviv z’’l and Alon Govberg z’’l, were also murdered in the same terror attack.

Like many citizens, I was shocked to discover that last week the Nazareth municipality, under Mayor Ali Salam, organized an event honoring terrorist murderer Baha Alyan. The same terrorist who murdered my father.

“Hundreds of elementary and high school students and young men and women of all ages” participated in the event that was organized by the Nazareth municipality and the Inma'a Association for Democracy and Capacity Building [Al-Quds, Dec. 11, 2016].

The coordinator of the project, Saeb Masarwah of the Inma’a Association, said at the event that the human chain [of readers] is “a completion of the message of Martyr (Shahid) Baha Alyan who came out of Jerusalem.” Likewise, he said that “the Nazareth municipality supported the project and welcomed the cultural idea”:

"'We saw fit to establish the largest and longest chain of readers in the city of Nazareth as a completion of the message of Martyr Baha Alyan who came out of Jerusalem. We are gathering here in order to emphasize our unity as Arabs everywhere, and we will complete the message in all of the Arab cities and villages.' Masarwah noted that the Nazareth municipality supported the project and welcomed the cultural idea." [Al-Quds, Dec. 11, 2016]

Additional details about the serious incident can be learned from the Palestinian Media Watch website:

In light of carrying out apparent crimes of sedition, incitement to terror, prohibited organization, breach of trust, and illegal use of public funds, and in light of the very serious blow to public sentiment and the dignity of the state, I entreat you to open a criminal investigation against the Nazareth mayor, organizers of the event from the municipality, and representatives of the Inma'a Association for Democracy and Capacity Building, including Mr. Saeb Masarwah.

I call on you to act as soon as possible on this issue without delay.

Best regards,

Micah Avni, the son of Richard Lakin z’’l who was murdered by terrorists while innocent of any crime
