PLO official accuses Israel of having a “policy of execution during arrest”

Official PA TV program Palestine This Morning, on a campaign for Palestinian female prisoner Israa Ja'abis, who wounded 1 in a car bombing, hosting PLO Commission of Prisoners' Affairs Administrative Committee member Abd Al-Fattah Doleh

Official PA TV host: "Mr. Abd Al-Fattah, it is also necessary to talk a bit about Israa [Ja'abis'] (i.e., terrorist, wounded 1 when she detonated car bomb) moment of arrest – one of the occupation's injustices. Her sister noted that even while she was being provided with first aid when they ran to extricate her from the car, they cursed her and she was treated very badly while suffering from pain at the time of her extrication. Tell us how there is not even professionalism among the Israeli medical teams in saving sick people."

PLO Commission of Prisoners' Affairs Administrative Committee member Abd Al-Fattah Doleh: "True, they did not want to save her under any circumstances, they wanted to kill her. This is also according to the policy of execution during arrest. A policy they adhere to and implemented with Abd Al-Fattah Al-Sharif (i.e., terrorist shot and killed by Israeli soldier Elor Azaria; see note below). They actually attempted to murder Israa Ja'abis. When Israa did not become a Martyr (Shahida) as a result of the shooting or the explosion of the car she was in (sic., Ja’abis was wounded only by a bomb she herself detonated), they did not take care of her. If the conditions had allowed them to leave her to die, they would have left her. This is a policy that does not excel at-"

Host: "It is torture."

Abd Al-Fattah Doleh: "Torture – and the Israeli ambulance that is at the scenes of deliberate murder and execution does not come to provide help, it comes to kill. We mentioned the video of the execution of Abd Al-Fattah Al-Sharif. There was an ambulance there, and it evacuated the Israeli soldier murderer – who was not wounded – and left Abd Al-Fattah Al-Sharif who was still alive (sic., Azaria was not evacuated from the scene, and Al-Sharif was no longer alive when Azaria left)."

Host: "And also the child Ahmad Manasrah (i.e., terrorist, wounded 2)."

Abd Al-Fattah Doleh: "They left them until they became Martyrs (sic., both Ja'abis and Manasrah are alive and serving prison services). They shot at Norhan Awwad (i.e., terrorist, wounded 1), [who was] a Palestinian girl at her arrest. She grew up in prison. They shot at her, wanted to kill her, and did not give her first aid. Five bullets in her body, and she did not receive serious care – and to this day she suffers from these same wounds. This is a policy of execution, and they recently crowned it by legislating a death penalty law for the Palestinian prisoners (sic., the bill applies to any terrorists, not specifically to Palestinians; see note below). Actually, [there are] dozens of cases of execution at the time of arrest."

Abd Al-Fattah Doleh – Palestinian terrorist and member of the Tanzim (Fatah terror faction). He participated in the kidnapping and murder of 16-year-old Ofir Rahum on Jan. 17, 2001. Amna Muna (a female accomplice) met Rahum in an Internet chat room and engaged him in an online romance that culminated in his agreeing to meet her. She drove him to Ramallah, where they were met by Doleh and another accomplice, Hassan Alkadi, who shot and killed Rahum. Doleh served 12 years in prison and was released on June 30, 2016. After being released, Doleh was appointed as a PLO Commission of Prisoners' Affairs executive committee member and Fatah Commission of Mobilization and Organization spokesman.

Israa Ja’abis – 31-year-old female Palestinian terrorist, resident of East Jerusalem, who carried out a car bomb attack near Ma’ale Adumim, a few kilometers east of Jerusalem, on Oct. 11, 2015. A policeman who noticed a suspicious vehicle signaled for the driver to stop, after which she drove closer to a group of police officers and detonated a gas balloon. One policeman suffered light injuries and Ja’abis was seriously injured. Ja'abis was serving a sentence of 11 years before being released after 8 years in prison as part of a prisoner exchange deal on Nov. 24, 2023, between Israel and Hamas in which Israel agreed to release 150 terrorist prisoners in exchange for 50 Israeli hostages during the Israeli counter-terror operation against Hamas’ terror war on Israel.

Abd Al-Fattah Al-Sharif – 21-year-old Palestinian terrorist who, together with 21-year-old terrorist Ramzi Aziz Al-Qasrawi, stabbed and injured Israeli soldiers on March 24, 2016, in Hebron. Al-Qasrawi was shot and killed by Israeli soldiers and Al-Sharif was shot and wounded. Then, while lying on the ground, Al-Sharif was shot in the head and killed by another Israeli soldier, Elor Azaria. The shooting was condemned by some Israeli officials as unnecessary use of force and defended by others as justified out of fear the terrorist was wearing an explosives belt. Azaria was convicted of manslaughter in January 2017 and sentenced to 18 months in prison. Azaria appealed the conviction, but his appeal was rejected by a military court of appeals on July 30, 2017. Azaria's sentence was reduced by 4 months to a total of 14 months on Sept. 27, 2017, by Israeli Army Chief of Staff Gadi Eisenkot. Azaria was released on May 8, 2018.

Pisgat Ze'ev stabbing attack - two Palestinian terrorists, cousins Hassan ‎Manasrah (15) and Ahmad Manasrah (13), stabbed Yossef Ben Shalom (21) in the Pisgat ‎Ze'ev neighborhood in northeastern Jerusalem, and then repeatedly stabbed Naor Ben Ezra (13) who was riding his bike on Oct. 12, 2015. Both victims were seriously injured. Hassan Manasrah was killed while fleeing the scene, and Ahmad Manasrah was shot by Israeli police, arrested, and hospitalized. Ahmad Manasrah is serving 9.5 years in prison for two counts of attempted murder, after his original 12-year sentence was shortened by the Israeli Supreme Court on Aug. 10, 2017, which claimed he had "gone a long way in his rehabilitation."

Mahane Yehuda Market stabbing attack – two Palestinian female terrorists - Hadeel Awwad, 14, and her cousin Norhan Awwad, 16 - stabbed and wounded a 70-year-old man with scissors outside the Jerusalem Mahane Yehuda Market on Nov. 23, 2015. An Israeli policeman shot at the terrorists, who refused to drop their weapons. Hadeel was killed, and Norhan was wounded and taken for treatment in an Israeli hospital. An Israeli security officer was also wounded during the attack. The 70-year-old victim was later identified as a Palestinian from Bethlehem. Norhan Awwad was serving 13 years, later reduced to 10 years, before being released after 8 years in prison as part of a prisoner exchange deal on Nov. 24, 2023, between Israel and Hamas in which Israel agreed to release 150 terrorist prisoners in exchange for 50 Israeli hostages during the Israeli counter-terror operation against Hamas’ terror war on Israel.

The Israeli Parliament voted in favor of a bill facilitating the death penalty for terrorists in a first reading on Jan. 3, 2018. The bill allows military courts to pass a death sentence with a simple majority of judges as opposed to a unanimous decision. It does not specify that it applies to Palestinian terrorists only.
