For decades, diplomats have tried to bring about peace in the Middle East through negotiations.

The latest attempt to settle the conflict between Israelis and Palestinians ended in Jordan with no real progress.

A newly published book asks if there's really a "peace process" going on at all.
On March 11, 2011, in the Israeli community of Itamar, two Palestinian terrorists murdered five members of the Fogel family -- Ehud, Ruth and three of their children at ages 11, 4 and three months.

Yet instead of condemning the violence, last month the official media of the Palestinian Authority aired a program glorifying the murderers.

It's another example of what Itamar Marcus calls mixed messages by the Palestinians. He documents this phenomenon in the book titled, Deception: Betraying the Peace Process.

"The Palestinian Authority gives two messages," Marcus told CBN News. "There's the English language message to the media, to negotiators, and there's the Arabic language message to their own people. And often there is no resemblance between those two messages, and that's what this book documents."

"This is the internal Palestinian world. This is what they don't want everybody to know. This is what they don't want everybody to hear," he added.

Marcus says one such message came in a recent speech in which the PA's official mufti, or scholar, quoted a passage from the Islamic Hadith. "Which says the hour of resurrection won't come until Muslims fight the Jews and kill them. It's basically saying that one of the conditions for the redemption of humanity is the killing of Jews by Muslims," Marcus explained.

Marcus says the Palestinian group regularly frames the conflict with Israel as a battle over religion, not land.

"It's part of the great deception. To the world they say it's a territorial war. To their own people they say it's a religious war for Allah," he said.

Marcus says the PA hides this view from Washington and the world. That's because the PA looks to Washington for money. While much of its funding comes from the U.S., Marcus says the PA is seldom held accountable for questionable and potentially violent messages.

"That general budget pays the salary of that mufti, who cited the call for genocide for Jews as a precursor to bringing the hour of redemption. Now why didn't the United States government immediately tell the PA they have to fire this mufti or they're not getting another penny?" he asked.

And if there are no consequences or change within the PA, Marcus believes peace will remain elusive.

"If that doesn't happen, there is no peace process, even if they're meeting in Jordan or meeting in any place else, it's not a real peace process. As our book title says, it's just a deception process," he said.
