Director of PLO Commission of Prisoners' Affairs Qadura Fares: "We [the PA] say: 'The people must set out to resist in popular resistance (i.e., term that includes terror), let them set out against the settler herds and the occupation (i.e., Israeli) army.' So, one who sets out to resist, what do they do to him? They shoot him or arrest him. One who sets out against [the occupation] has three options: Either get wounded, die as a Martyr, or get imprisoned. Okay, what will we do with him? Will we just demand of him: 'Set out, resist,' and after he does this, will we say to him: 'We do not know you, who are you, sir?' This is not possible."
