"Prisoner institutions, foremost among them the [PLO] Commission of Prisoners' [Affairs] and the Palestinian [PA] Prisoners' Club, announce their opposition to the efforts of the [Palestinian National] Economic Empowerment Institution (PNEEI) to impose a social survey form on prisoners and their relatives (PNEEI was tasked with paying PA terror salaries in Abbas' revision of "Pay-for-Slay"). This is through the launch of a special link that calls on them to fill out the form, according to which the monetary allowances that can be granted to them and their relatives will be determined.
The prisoner institutions explained that in recent weeks and months a lengthy discussion took place concerning the form, and that there is a consensus about the need to cooperate in order to resolve the general political crisis that led to a series of sanctions against the State of Palestine. However, this matter will not be resolved in this way, as it diminishes our prisoners' struggle and their families' resolve and contradicts the national principles that have defended this sector throughout the years of the Palestinian struggle.
The prisoner institutions' approach to this issue is based on the position of [PA] President Mahmoud Abbas, who clearly declared that the prisoners' moral and material rights will not be harmed. Therefore, we firmly rejected PNEEI's form which is not consistent and compatible with the sacrifices made by the prisoners and their struggles...
We, the prisoner institutions, again emphasize that we are aware of the scope of the pressures on the Palestinian leadership, and that all the Palestinians have paid a price for the president's adherence to the full rights of the Palestinian people's fighters in the prisons. We have said clearly that we are prepared for all kinds of dialogue and collaboration to escape these sanctions and thwart the opportunities of Israel and its allies. We again emphasize our preparedness for responsible group thinking based on full national responsibility."

"Director of [PLO] Commission of Prisoners' [Affairs, and member of the board of trustees of PNEEI] Raed Abu Al-Humus said the commission is monitoring the issue of nonpayment of the salaries (rawatib) of 1,612 prisoners (i.e., terrorists) and is waiting for clarifications from the [PA] Ministry of Finance.
Abu Al-Humus clarified to [independent Palestinian] news agency Sanad [News] that the commission sent the Ministry of Finance a list of names of the prisoners who meet the conditions and are eligible to receive allowances, as regularly happens every month.
He added: ‘We were surprised to discover that the list returned with 1,612 fewer names, in an unprecedented manner and without any explanation. The Ministry of Finance usually returns a few names for clarifications, but such a large number as this has never been returned before this month. We contacted the Ministry of Finance to clarify the reason for this, and we think there is a problem that needs to be resolved.' …
In this regard, sources from ‘the released and deported prisoners' committee clarified to our reporter that the salaries of these prisoners were halted after their cases were transferred to the [Palestinian National] Economic Empowerment Institution (PNEEI), based on security recommendations from the PA. The sources noted that all those harmed by the decision are prisoners who spent years in prison and are still there, and they are affiliated with a variety of Palestinian factions."
