Palestinian Authority notifies terrorists to register to receive Pay-for-Slay
On January 28, 2026, the PLO Commission of Prisoners' Affairs published lists of released prisoners who needed to take action before receiving their salaries. These released prisoners fell into two categories—prisoners released some time ago and prisoners recently released in the 2025 hostage deals.

Prisoners who were released some time ago had to prove that they were still alive so that they could continue receiving salaries. This confirms what Palestinian Media Watch has reported that released prisoners receive a salary for life because all they had to do to get payment was to not be dead.
Prisoners who were recently released needed to provide bank information so that they could begin receiving their salaries directly instead of through a trustee.
This notice reveals even more about Pay-for-Slay. Not only is the program not ending, as the Palestinian Authority has falsely claimed, but it is being expanded. Requiring long-released prisoners to complete a "proof of life" check underscores that these terror salaries are intended to continue for life, with bureaucratic safeguards designed to prevent "interruptions," not to end the payments. At the same time, demanding bank details from newly released prisoners shows the PA is verifying eligibility and moving recipients into a direct payroll pipeline.

- #283: Ahmad Dahidi. Orchestrated a shooting attack on Jan. 12, 2003 that resulted in the murder of Eli Biton and the injury of 5 others. Dahidi was released and deported to Cairo in the hostage deal of February 2025. At the time of his release, his salaries totaled at least 1,137,200 shekels and he later received a release grant of $12,000. The PA is now asking for his bank account to continue paying him his 8,000-shekel monthly salary.
- #286: Ahmad Abu Awad. Made the bomb used for the suicide bombing in a shopping mall in Afula on May 19, 2003, which resulted in the murder of Avraham Zrihen, Hassan Tawatheh, and Kiril Shremko, and injured 70 more. Awad was released and was put on probation before being deported in the hostage deal of February 2025. At the time of his release, his salaries totaled at least 1,132,000 shekels, and he later received a release grant of $12,000. The PA is now asking for his bank account to continue paying him his 8,000-shekel monthly salary.
- #289: Ahmad Al-Shibani. Helped make the bomb used for the suicide bombing in a shopping mall in Afula on May 19, 2003, which resulted in the murder of Avraham Zrihen, Hassan Tawatheh, and Kiril Shremko, and injured 70 more. - #297: Ashraf Abu Al-Rub. Sent a suicide bomber in 2002 who was intercepted on the way to carry out the attack, and was involved in a shooting attack. Sentenced to 35 years and released in the 2011 Shalit deal, he returned to terror and was rearrested in 2014. He was released and deported in the hostage deal of February 2025. At the time of his release, his salaries totaled at least 380,400 shekels, and he later received a release grant of $4,500. The PA is now asking for his bank account to continue paying him his 6,000-shekel monthly salary.

- #334: Saed Zaid. Involved in a shooting attack on June 26, 2003 in Baka Al-Gharbiya, which resulted in the murder of Amit Mintin, a phone company technician who was called to resolve an issue. During his arrest, two suicide vests were found on his property and on that of another terrorist. At the time of his release, his salaries totaled at least 1,105,900 shekels, and he later received a release grant of $12,000. The PA is now asking for his bank account to continue paying him his 8,000-shekel monthly salary.
