PA Chairman Mahmoud Abbas: "The continued withholding of the Palestinian people's funds [by Israel], which have so far exceeded $5 billion dollars – by Allah! An oil-rich state cannot bear this. How can we bear it, $5 billion, and all this is needed to pay [PA] public employees, prisoners (i.e., terrorists), and so on, and other expenses."
