The PLO National Monitoring Center website confirms that its goal is to prosecute Israelis in the ICC
- Any Palestinian can submit evidence and claim to be an eyewitness to an Israeli "crime"
Palestinian Media Watch recently reported that the Palestinian Authority established a new governmental framework called "the National Monitoring Center," to work with the International Criminal Court against Israel, in defiance of the United States sanctions against those who work with the ICC.
This was from the "State of Palestine" announcement: "The monitoring center will in the future be a central source for the work of the national team specializing in crimes within the jurisdiction of the International Criminal Court..."

In addition to the many employees of the Center who spend their time collecting anti-Israel "evidence," the PA has created a website that is a repository to which any Palestinian can upload a personal "testimony" of any violation of a Palestinian "right" the person claims was "witnessed" being committed by an Israeli. The "testimonies" are then collected and prepared for use in international legal settings, including the ICC. Accordingly, any statement by any Palestinian "witness" can become part of the PA dossier of "evidence" against Israel.
In addition, the website reiterates that the center's goal is to collect evidence to work with the ICC:
"… analyzing cases, data, and testimonies and turning them into human rights reports, legal files…and contribute to preparing and submitting the necessary evidence to bring perpetrators of violations to justice before competent international courts and judicial mechanisms."
