During his speech yesterday at the World Economic Forum in Jordan, PA Chairman Abbas proclaimed that the PA does not incite to hatred and does not educate to discriminate against Judaism, but strives to "spread the culture of peace" among Palestinians. However, as Palestinian Media Watch's reports continue to show, Abbas' statements in Jordan are far from the reality of the discourse in Arabic in the PA.

Abbas in Jordan:
"We don't teach and we don't educate our children to hate or even discriminate against any religion, be it Judaism or any other."

PA at home:
PA TV teaches children that Jews are "Allah's enemies, the sons of pigs":
"From between the whistles of the bullets I sing:
'Long live the nation of Fatah and Yasser Arafat'
Allah's enemies, the sons of pigs (i.e., Jews, in Islamic tradition)

Earlier this month, PMW director Itamar Marcus was asked to make a presentation to members of US Congress who were visiting Israel. For that event, PMW prepared a special report with 35 pages documenting that US funding of the PA was supporting PA hate promotion, terror glorification, and denial of Israel's right to exist.

The report is a comprehensive refutation of Abbas' claim that the PA does not incite hatred and violence. Indeed, the report shows that hate incitement and terror glorification form the essence of the PA's internal discourse in Arabic.

Executive Summary

PA Obligations
The United States has repeatedly delineated three fundamental commitments that the PA must fulfill in order to be acceptable for contacts with the US and to receive US funding. Former Secretary of State Hillary Clinton explained this US policy to Congress:
"We will only work with a Palestinian Authority government that unambiguously and explicitly accepts the Quartet's principles: A commitment to non-violence, recognition of Israel, and acceptance of previous agreements and obligations, including the Road Map."

PMW notes that Phase 1 of the Road Map, cited by Clinton, requires that "all official Palestinian institutions end incitement against Israel."

Significantly, Clinton emphasized that these were not final status issues but fundamental conditions that the PA was expected to fulfill before contacts could begin. If the PA did not "unambiguously and explicitly" recognize Israel, reject terror and violence and cease incitement to hatred, the US Administration would not "work with the PA."

PA Violations
The material in this PMW Special Report is a small representative example of the Palestinian Authority's systematic:
(1) incitement to hatred;
(2) denial of Israel's right to exist;
(3) and, glorification of violence and terror.
The PA is in ongoing violation of its three fundamental obligations to the US and the Quartet.

The US and the Western donors
The members of the international community have not fulfilled their fundamental obligation as overseers of the Israeli-Palestinian peace process and therefore share in the responsibility for the PA's ongoing hate promotion. Worse still, the PA's activities, statements, and cultural expression that indoctrinate to hatred, violence and terror which are documented in this report, are being funded by the United States, the EU and other Western donors, who give money to the PA's general budget, which funds these activities. The lack of any serious action by Western governments emboldens the PA, leading it to conclude that it can continue its hate promotion and glorification of terror without any consequences to its international standing and without loss of funding.

Violations funded by the PA's general budget
Had the international funders conditioned their funding on cessation of PA hate and terror promotion, Palestinian children might not have been taught recently on official PA TV that Jews and Christians are "inferior" and "despised," that Jews are the "enemy of Allah, the sons of pigs," that Zion is "Satan", that "bullets in my enemy's chest are sweet" and that suicide bombers are "the greatest role models," as this report documents. Palestinians may not have heard their Mufti quote a religious source on PA TV that Muslims are destined to kill Jews, as a condition for Resurrection. And were the international community not funding the PA without conditions, PA children might not have played in summer camps named after terrorist Dalal Mughrabi, leader of bus hijacking in which 37 civilians including 12 children were murdered, or played in football, table-tennis, boxing and judo tournaments, all named after terrorist Abu Jihad who planned and orchestrated Mughrabi's terror attack.

Had there been consequences to their violations, PA Chairman Mahmoud Abbas may not have honored last month terrorist prisoner Issa Abd Rabbo who in 1984 murdered two Israeli university students who were hiking south of Jerusalem, by tying them up and then shooting them in the head. "Representing Abbas" the Secretary-General of his office, Tayeb Abd Al-Rahim, visited the home of the murderer's family to honor him, telling his mother that "the best of the Palestinian people's sons are in prison."

Murderer glorified by Fatah as "hero" hours after his murder
And the terror glorification continues. Earlier this week on April 30, a Palestinian terrorist stabbed to death an Israeli man, the father of five children. Within hours, Fatah was glorifying the killer on two of its official Facebook pages, displaying heroic pictures of him and calling him: "The hero, the released prisoner, Salam Al-Zaghal."

This report documents these and countless other examples of PA fundamental violation of their basic obligations that are being overlooked, ignored and at the same time funded by the United States and the international community.
