Is the PA lying to Western donors?

Despite PA assurances to Western dononrs, PMW findings show that the PA Ministry of Finance continues to ‎determine the conditions for funding prisoners, and according to official PA media reports and ‎official statements, it is the PA and not the PLO that has continued to pay the salaries directly to ‎terrorist prisoners.
