We expect the salaries of the retired prisoners will be paid today [Feb. 17, 2026] as usual – after they were delayed yesterday due to a technical issue.

The payment will be for all the retired prisoners, without exception, who number about 8,000 recipients.

The matter is being handled under the supervision of the deputy director and director of the Commission of Prisoners and Released Prisoners' Affairs, and the commanders of the [PA] Security Forces."

[Al-Alam radio station (Hebron), Telegram channel, Feb. 17, 2026]

Released terrorists who are eligible for lifetime salaries are those who spent at least five years in prison and received between 4,000 and 12,000 shekels/month (see chart below). Using that minimum 4000 shekel figure, today the PA paid these 8000 pensioner terrorists - which constitute only one third of all Pay-for-Slay recipients - at least 32 million shekels - over $10 million.

However, this conservative estimate is far lower than the amount that was surely paid out, as some of the more infamous terrorists released in recent hostage deals have spent 30 or more years in prison. Terrorists with such status receive at least 12,000 shekels each month for life.

Pay-for-Slay salary rates

One year after PA President Mahmoud Abbas promised the US, Canada, UK, Australia and the EU that he was ending Pay-for-Slay, there is no escaping the fact that this was just another deception and a lie. The PA remains an unreformed sponsor of terror.
